On March 23,2018,US President Trump ordered a tariff on goods worth $60 billion from China's exports to the United States.The tax-increasing industry covered 1,300 items imported from China.The high-tech field has become the main battlefield for Sino-US trade.The tariff-affected industries focus on the high-tech industries listed in the “Made in China 2025” strategy.Former Australian Prime Minister Kevin Rudd said that there has been an undeclared new cold war in science and technology filed between the United States and China.In 2015,China proposed the “Made in China 2025” strategy,this is the first ten-year action plan of the Chinese government's strategy to build a strong country.It is also a major strategic plan for China to improve the quality and level of China's manufacturing industry based on the trend of international industrial transformation.This strategy is also known as China's "Industry 4.0"."Industry 4.0" is one of the ten future projects proposed by the German government to improve the level of intelligence in the manufacturing industry.Its core purpose is to improve the competitiveness of German industry in the international community and to take the lead in the new round of industrial revolution.China's “Made in 2025” and German “Industry 4.0” strategies have attracted worldwide attention since their introduction.There are numerous researches on China's "manufacturing 2025" and Germany's "Industry 4.0" strategies,mostly focus on the economic and industrial fields.This paper compares and analyzes these two highly similar but also completely different industrial strategies from the perspective of the US media,to help understand how the mainstream media in the United States interpret them in different frames in the context of the "new cold war " between China and the United States.By comparing the reporting attitudes and the differences in the reporting frames of the US media,this paper finally draws conclusions and proposes how China should respond to the "new cold war." China should firmly grasp the opportunities in the "Industry 4.0" era and establish scientific and technological image in the international community.
