With the publish of the Law on the Guarantee of Public Cultural Services,the provision of public cultural services has become a legal duty of TV stations at all levels in China.However,in practice,how do local TV stations perform the functions of public cultural services? How can the public cultural service projects initiated by local TV stations operate sustainably? These problems still need to be clarified.From the perspective of cultural governance,that is,understanding public cultural services based on "cultural reproduction of public action" is an important dimension to answer these questions.For this reason,this paper focuses on how the public cultural service programs(projects)of local TV stations produce,how to operate,what experience they have,what problems they face,and how to solve them.Taking Henan Radio and TV System City Channel Chorus Competition as an example,this paper makes a study.In-depth interviews were conducted with the relevant parties of the competition: TV producers,staff of the Provincial Chorus Association and senior chorus members.At the same time,we collected the internal work newsletter of the city channel in 2017 and 2018,the plan and implementation plan of the middle-aged and old chorus contest,and the public information of the website of the provincial chorus association.On this basis,the author uses the theory that the essence of public cultural service is "cultural reproduction of public action" to analyze the middle-aged and old people's chorus contest,and finds that the reason for its success in holding two sessions is that relevant social actors have found "the other" from it,and the contest has developed from "cultural contact" to "cultural contact",which has triggered some initial public actions of all parties.Its successful experience includes: introducing corporate sponsorship to supplement the insufficient funds of public cultural service projects;effectively enhancing the public cultural service capacity of TV stations through outsourcing;and the reason why the contest can not be sustained is that the public and commercial demands of TV stations and between TV stations and sponsors are mutually constrained,resulting in the failure to form a "cultural detonation point".It is suggested that in the future,local TV stations should distinguish between public service channels and commercial channels.Public service channels do not pursue commercial interests and engage in public cultural services full-time;TV stations introduce "social committees" in program production and broadcasting decision-making to listen to the voices of all sectors of society and enhance public attributes;government radio and television authorities should encourage and fund excellent public cultural service projects.While giving full play to the inherent advantages of radio and television,local TV stations should quickly master and use new media technology to transform the existing program production and broadcasting,and adjust the program production in a targeted manner in order to achieve better public cultural service results.
