Research On The Construction Of Museum Public Cultural Services

With the continuous development of social economy and culture,the cultural needs of public is improving.In this context,the Chinese government is making efforts to build the system of public cultural services,and has put forward significant policy in succession.Thus the content and standard of public cultural service have been reviewed,the demand and supply of public cultural service have changed alone with the society transition and government reform,so it's a hot spot to researching the construction of public cultural service system within the social sciences.As an important public cultural services institution,Museum public cultural services is still important and worth researching.On the one hand,state-owned museums played an important role in public cultural service system,on the other hand,non-state-owned museums played a unique role because of its additional role of state-owned museums.The participation of non-state-owned museum has important significance.It provided a research example of the cooperation between government and social organizations and enriched the method of public cultural services and public products supply.And the active participation of citizens,not onlyput forward new requirements to the museum of public cultural services,also provides a new way of thinking for museum public cultural service innovation.Through introducing the theory of cultural governance,on the basis of deep understanding of equal cultural rights,this paper proposes to establish a cultural museum system,in this system,the community is the connecting link among the government,social organizations and citizens,in order to optimize the museum public cultural service.In this paper,with the integrated use of literature analysis,comparative analysis,case analysis and social survey method,is to vehemently ensure the used research methods scientific and research conclusion objective.This article writing logic is as follows.First of all,this paper analyzed the current museum public cultural services in our country,summarized the existing three main problems:Firstly,the imbalance problem of museum public cultural services development is outstanding,such as regional differences,urban and rural differences,group differences;Secondly,there's a big difference in the demand of the audience,especially in the awareness of cultural rights and the ability to enjoy cultural rights;Thirdly,the use efficiency of museum public cultural service facilities is not high.In the next place,in allusion to current situation and existing problems of museum public cultural services,on the basis of the public goods theory,the new public management theory and the inter-departmental coordination mechanism theory,using the cultural governance as the analytical framework,from the goal of cultural governance,co-existence of the participants,cross-sectoral cooperation form such aspects as the main content of cultural governance,So as to provide theoretical guidance on the building of the museum public cultural services.After that,through the analysis of the idea and practice of foreign museum,summing up the experience of foreign museums in the public cultural service goal setting,supply means and management system etc,purpose is to serve as a reference for our country museum construction of public cultural services.In the end,the article put forward the multiparty cooperation of museum public cultural service supply model,feedback mechanism,the supervision system and evaluation mechanism,mainly from the participation main body,service function,interactive mechanism and innovation model and so on four aspects proposes the tentative idea of the museum supply mode of public cultural services.Aiming at the problems existing in the construction of museum public cultural services,the paper put forward three Suggestions: Attaching great importance to the cultural rights security and enhancing cultural policy support;optimizing both operation mode of museums and the public service;diversifying the form and level of museum public cultural services and strengthening the citizen's cognition of culture right.
