The Countermeasure Research Of Local University Library Participating In The Local Public Cultural Service

University library's participation in local public cultural services is the need of the strategy of cultural power and social development in the new era.It conforms to the public welfare principle of university library and is beneficial to the construction of local public cultural service system and the long-term development of library.The university library has the advantage of talents,resources,equipment and management in participating in the construction of regional public cultural services,which can play an important role in the construction of regional public cultural services.However,at present,many local university libraries are restricted by management system,operation mode,service level and other factors in the process of participating in public cultural services.They take a wait-and-see attitude towards participating in the local public cultural services,lack initiative,and their own social value is not fully reflected.In view of this,the author only undergraduate colleges in chenzhou city,hunan province(XiangNan University)library as an example,the introduction of XiangNan University library to participate in the basic situation of chenzhou city public cultural construction,conscientiously sum up experience and analysis,draw lessons from developed countries and regions at the same time the practice of local public culture service of university library,on the basis of exploring to improve local university libraries in China to participate in the territory of the ability of public cultural services.Based on the theory of public products,this paper tries to put forward specific strategies for local university libraries to effectively carry out public cultural services from three dimensions:government,school and library.On the one hand,the operation and management mechanism of "local government leading,university library participation,cultural industry guidance,cultural enterprise support,public service oriented" should be formed.,on the other hand,local university libraries should update service concept,through develops the content of the service sector,the co-construction and sharing of information resources,constructing the characteristic collection system,improve the librarians'service ability,carry out a wide range of training services and other ways to effectively participate in local public cultural services,to achieve"constantly improve local public culture service system,promote the development of local culture,to meet people s growing cultural needs"the ultimate goal.
