The globalization of communication has made the cross-border exchanges of the media the norm.Under this background,foreign reporters and news agencies are important special groups responsible for the international flow of information.They are of great significance to the maintenance of the public opinion security of a country,the shaping of an international image,and the external publicity work.In order to provide effective service and management to foreign reporters and news agencies in China,from the first provisional regulations of China were promulgated in 1981,then went through the strict management of 1990 and the transformation stage in 2006 until the landmark 2008 new regulation,with the deepening of the opening to the outside,the four systems have permeated our country's management history.At the same time,various countries also set up different management methods for foreign reporters and news agencies according to the national situation.On the one hand,based on a review of our country's four specific management systems for foreign reporters and news agencies in China,this paper explore the progressive significance of the "new regulations" though the vertical comparison and analysis of the social background of each system.On the other hand,with the United States as the core research object,and after reviewing the management methods of foreign reporters and news agencies in other countries,a horizontal comparison was made between the management targets,management departments,key management links,and punishments for illegal interviews to draws the conclusion that the similarities and differences between China's and other countries' regulatory systems and the rationality of their existence.Through analysis,the reasons for differences in management systems stem from differences in the political system,ideology,degree of openness of culture and economy,the degree of completion of relevant laws,and the concept of reporting between China and the West.Whether it is a country that appears to be free and open in the news field,or a country that has always been relatively closed and exclusive,the reason for joint regulation by all countries is that public opinion security has become a priority in all countries on the background of media imperialism.The understanding and discussion of the "ideology of news" and "freedom of the press" of Marxism's news thought all clearly illustrate the starting point and necessity of managing foreign media.Although the 2008 New Regulation was praised by the industry and academic circles atthat time as a further deepening of the news in the field of opening up to the outside world,and the corresponding regulations were gradually brought into line with international practice.It is undeniable that the “new regulations” do have milestone significance,but new media based on the Internet and mobile digital technologies have relied on its technical advantages changed the way reporters covered reports,thus making China's current management system cannot match the changes in the new media era.Based on this,in the fifth chapter,the author analyzes the role of the new media to some extent in resolving eliminate the restrictions on the approval of licensing systems and the activities of interviews.As an example,the author emphasizes that China needs to pay attention to the new phenomenon of foreign reporters reporting in China under the Internet background and to be managed by legislation.Based on the analysis of the vertical and horizontal comparisons of past management systems and the new media's role in resolving the corresponding restrictions,the author proposes five recommendations in the last chapter on the improvement of China's current management system: 1.Constructing an Open Framework through the Discourse Representation of Perfecting System Concept;2.Improve measures and procedures for illegal interviewing and disposal;3.Appropriately relax the restrictions on the entry and exit of communications equipment required for the interview;4.Incorporate brand-new journalists appearing in the context of new media into management objects;5.Pay attention to the management of the publication of foreign media news articles in China.In short,while further enhance the service of management foreign journalists and news agencies in China,the changes brought about by the new media will be absorbed.Raise the awareness of foreign officials that foreign reporters in China are regarded as an important carrier of external propaganda,and learn to effectively guide foreign reporters to report on China objectively under an open framework,so that the international image of China will be actively disseminated through “He Plastic”.
