The Study On Sustainable Development Of The Rural Library's Construction From The Perspective Of Precise Governance

As one of the major national public cultural service projects,the rural library plays an important role in meeting rural cultural needs,building civilized countryside and realizing rural revitalization.Since the beginning of 2007,the development and construction of the rural library has been ten years.During this period,from the initial rapid development and attracting attention to the lack of driving force and falling into desolation,it experienced four stages: pilot,promotion,tail-sweeping and exploration.Extensive rural libraries can not adapt to the rural public cultural service system required by the rapid economic development and spiritual civilization construction of society.However,solving the follow-up development of the rural library and speeding up the construction of rural public cultural service system can not be achieved very fast.Based on the fact,in order to deeply study problems in the process of the rural library' construction,the thesis adopts a case study that takes W Town of C City as an example to discuss difficulties faced by the local level in the process of the rural library's development,and puts forward a model of sustainable development of the rural library based on the four dimensions of the service object,the service management,the service content and the service equipment.Guided by the theory of precise governance,the thesis puts forward some suggestions to construct the sustainable development model of the rural library.The thesis focuses on two aspects:One is about the promotion of rural public cultural services and the plight of the construction of rural libraries.Firstly,it introduces the development process of rural public cultural services in China.Secondly,take W Town of C City as an example to understand the current situation of the construction of rural libraries from field research.Finally,it summarizes the current construction dilemmas of the rural library in the development of rural public cultural service and makes an analysis of reasons why the rural library's development deviates from the expected goal of construction.Secondly,on the basis of literature reading and field research,the thesis puts forward the constructing idea of sustainable development model of research,which is the core content of the thesis.Under the background of precise governance,the thesis expounds the necessity of sustainable development of the rural library,gives basic principles to be followed in the construction of sustainable development model of the rural library,and puts forward concrete measures to implement these principles and promote the sustainable development model of the rural library.The main measures are to precisely locate the target function of the rural library in serving farmers,optimize the operation function of the rural library in the service management,innovate the core function of the rural library in the resource allocation and ensure the basic function of the rural library in the service equipment.
