With the mobile Internet,cloud computing and big data technology being more and more widely used,the importance of the efficient software development for information technology enterprises is increasing.This thesis takes the development of CJ software as an example.This paper is in order to discuss the applicability and effectiveness of critical chain technology.The CJ software development projects is a basic mobile information collection project,which use the Internet of things to make the identity,plate number,face,mobile phone,fingerprint,sound and other information be collected and transferred to the platform to compare with the existing data resources of the police security department,so as to realize the control of the people,the development of big data and the intelligent research and judgement.The project plays an important role in improving the level and satisfaction of prevention and control of social security.As a kind of advanced progress management tool,the critical chain technology has been certified by many industry practices.However,in the existing literature,the application of this technology in the information software development project of the city public security system is less,and the applicability and application effect of the technology in the progress management of the related information software development project still need to be certified.This paper describes the theory of project schedule management,network planning technology,constraint theory and critical chain theory in detail.The CJ software development project is the most basic and the most important information acquisition link in the information construction project of the public security system undertaken by BY Company.The project includes the development of the information acquisition system and the configuration development of the hardware equipment.The new information acquisition terminal has put forward higher requirements on the basis of more accurate and efficient information collection,such as maneuverability,portability,aesthetic degree of interface,environmental adaptability and system compatibility,etc.The mobile terminal transmits the collected information to the comparison library.After the comparison of the information,the alarm terminal can be connected to the alarm terminal,and the suspicious information can be alerted.Based on the development of CJ software development project,the experience of previous projects is summarized through the way of investigation and find out the possible cause of software development projects delays,such as frequent changes in requirements,students syndrome,unclear division of responsibilities,personnel and material resources conflict.And then to avoid and solve pertinently in the project schedule management.First of all,improve the system of project demand analysis,define the central requirements,conditions requirements,optional needs,assign special personnel to do a good job in customer communication,through professional training to improve the ability of demand analysis,to complete the high-quality demand analysis.Secondly,the technique is used to refine the work structure of the project,divide the responsibilities,allocate resources and adjust the working procedure reasonably according to the logical relationship among every sub-item activity.By using three-point time estimation algorithm to Eliminate the redundancy of project activity time and get the initial schedule.According to the logical relationship among the sub-items of activities,considering the project development,the competition of personnel and equipment resources in the test stage and get the revised schedule I.Thirdly,taking half of the most pessimistic time of the project activity as the estimated time of the project activity duration,the moisture in the original project duration estimate is eliminated in a single activity,and the revised schedule II is obtained by further reducing the duration of the project activity.Finally,the input buffering and project buffering calculated by the shear-bonding method are used to manage the control of improving the progress of the project.The real-time feedback is used to optimize the project schedule control,reduce the project risk and ensure the project is delivered on time and high quality.It shows that constraints by optimizing the allocation of project resources,and scientifically sets buffer areas to overcome the shortcomings of traditional schedule management methods.Real-time monitoring controls the progress of the project,timely adjust the implementation plan,in order to ensure the successful completion of the CJ software development project.It can be concluded that the critical chain technology can be applied to the schedule management of this kind of software development project,and it has certain advantages and effectiveness.Of course,since the CJ software development project is only a part of the complex project of the information construction of the public security system,the practicability of the critical chain technology in the construction of the comprehensive
