In the past five years,with the Russian government' s attention to the IT industry and the rapid development of the IT industry,Russia' s position in the world' s information technology sector has gradually increased At present,the information technology industry,as a technology-intensive industry,is having an increasingly profound impact on various economic sectors in Russia.The Russian government will develop information technology as a new engine to promote economic transformation,achieve scientific and technological progress,and enhance national competitiveness.By accelerating the application of information technology in the economic field,improving employment and labor productivity,and improving the overall domestic investment environment,in order to get rid of long-term economic growth.Since then,it has been highly dependent on the situation of raw material exports.This study attempts to study the international competitiveness of the Russian software industry with the diamond model that Michael Porter proposed in 1990 and supplemented by John Dunning in 1993.The software development outsourcing from foreign companies to Russia,and the development of internationally competitive products or services by Russian companies to look at the current situation and prospects of the Russian software industry.Different from previous research,this paper not only picks out the existing strengths and weaknesses of the Russian software industry,but also provides a series of policy opinions that can strengthen the advantages and cope with the disadvantages for decision makers at all levels.This study finds that although Russia has certain advantages in terms of talents and other factors,and the overall economic environment has a negative impact on Russia' s information technology and software industry,the lack of comprehensive corporate strategy,incomplete entrepreneurial environment,and education response to workplace demand Too slow,lack of support beyond national tax cuts,misplaced policy focus,and low degree of internationalization have made the international competitiveness of the software industry unable to further enhance.In order to cope with the competitive pressure from developing countries such as China and India,policy makers at all levels must work together to solve this problem and make the software industry a new development engine for the Russian economy.On this basis,the study provides recommendations for the international competitiveness of the Russian software industry.Based on the four elements of the diamond model,it proposes separate recomendations for individual companies,industrial organizations,related industries,governments and multinational companies.The importance of cooperation between levels.
