Design And Implementation Of Executive Command System In Grassroots Court

Court,as the judicial administrative organs of the state,is an important part of our state organ.It takes the responsibility to punish criminals,mediate social conflicts and disputes,maintain social fairness and justice,and plays a crucial role in guaranteeing China's long-term stability and people's peaceful for living and working.In recent years,the impact of internet on society is getting deeper and deeper.And the backward litigation trial environment and law enforcement can't keep pace with the development of the times.The court system is facing a series of challenges,such as the difficulty of obtaining evidence,executing and disclosing information.It has become an inevitable trend for the court to use the internet technology to promote the court informationization construction.Starting from the urgent need of grass-roots court informationization construction,the thesis introduces the the main points of the court law-enforcement work;analyzes the current situation and existing problems of the court law-enforcement environment;Systematacially sort out the dispersibility,concealment and other issues in law-enforcement work.On the basis of analyzing the needs of execution-management in grass-roots court detailedly,the information system architecture is determined.The design and implementation of the grass-roots court execution & command & dispatching system is based on single-soldier law-enforcement system;vehicle monitory system;video surveillance system and video conference system.which could help to resolve the problem of “execution difficulty” for grass-roots court.The execution & command & dispatching platform is the core of the command & dispatching system designed in the thesis.The thesis focuses on the the design and implementation process of the execution & command & dispatching platform after introducing the function and composition of the each subsystem.By developing and implementing the execution & command & dispatching platform,the B/S architecture is adopted,the Java language is applied,the MySQL database is combined,the Model View Controller framework is based.Four function modules are designed for the court execution: case management,equipment management,system management,user management.Which standardize the process of case management and make a detailed & complete record for the whole process of the case from launching to closing the file.Also,this platform supports the real-time interaction with individual-soldier law-enforcement terminal.The audio & video signal and alerting signal collected during the law enforcement can be transmitted back to the command center throught the communication network,which not only facilitate law enforcement officers to backup the evidence on the spot simultaneously,but also greatly improve the platform remote command and dispatch efficiency.Finally,according to the platform business features,the thesis designed platform test mode and test case which can conduct detailed functional test.
