With the rapid development of computer and network technologies,networkapplications are becoming more and more popular all over the world.In recent years,as the ocean related fields develop strongly,our country has paid more attention to thelaw-execution in marine field.However,due to the fargoing issues,complex process and various forms of theexecution,traditional executive means can not suit to the new situation.Especially inthe field of management for law-execution documents.Because such documents arenecessary for law execution in the marine field.They are not only the despensiblerecord for law execution,but also the most important basis for judging whether theexecution is legal in administrative reconsideration and procedure.The fact is thatduring the execution,the making of documents has not attract enough attention.Thereare not uniform criterion for the format and the language is not definitely clearneither[1].Therefore,it is imperative to set up an uniform system for management overlaw-execution document in marine field,in order to make the automatization ofdocument distribution,data collection,punishment making,data statistics and otherissues come true.This system,aiming at the demand of users,is divided into several modules in theaspects of operation,data,function modules,network topology and so on.Throughanalysis,this system is designed according to the aspects of systemframework,database design,page design and so on.There are six modules.It is moreconvenient for operation,adopting the Oracle Database,B/S structure and Web Servicetechnology on J2EE platform.It can accomplish the function of making,printing anduploading documents,penalty management, and the input,output,copy,resumption andhand-over of data,the synchronization of stand-alone and network edition,the searchesand statistics for documents and execution records in marine field.Besides the fuctions mentioned,testing documents and cases has been involved for this system.Thesefunctionswill improve the system accoding to the testing results.This system hasplayed an important role in the law execution of marine field,having good effect in theapplication.
