A Research On The Governance Of Network Communication In The Perspective Of Risk Society

As one of the greatest inventions in the last century,Internet has provided China with various opportunities for development,meanwhile,it presents new challenges to social development.Since the 18 th National Congress of the Communist Party of China,the construction of an Internet powerhouse has been gradually upgraded to a national core strategy.Strengthening the governance of cyberspace is not only a realistic need to shape the clear-cut cyberspace,but also an inevitable choice to enhance the modernization of the national governance system and governance capabilities.Anomie in the network communication order emerges in an endless stream,reflecting the current cyberspace is facing the danger of ups and downs,which prompts us to improve the ability of communication governance.The purpose of this project is to analyze the achievements of network communication regulation in order to come up with the theoretical and practical methods at the current stage for China's governance of network transmission order anomie through analyzing the problems of “unowned video” that is the lack of order in the dissemination order of network.The study finds that the elimination of anomalous network communication order requires the mobilization of all positive factors and the pooling of all available resources.Specifically,as the country leads the direction of network communication and governance,it is necessary to improve top-level design: on the one hand,it must use legal means to build an Internet space,and on the other hand it must actively build a government-led,socially coordinated,and publicly involved governance system.Social organizations are directly responsible for the management of Internet communications.It is necessary to strengthen the Internet communication.Network platforms need to be supervised properly.On the other hand,media must assume responsibility for finding erroneous information.The public is the mainstay of network communication governance who should consciously participate in governance: on the one hand,they must improve their capacity for information screening,and on the other hand,they must actively combat the network communication disorder.
