Academic evaluation has always been a topic of common concern in the academic community,and is also a hot research issue in the field of bibliometrics,library and information science and other fields.The h index is widely used for academic evaluation as it incorporates the quantity and quality of a scientist's output in a simple way.However,after a lot of research,scholars have found some drawbacks of the h-index,and proposed many corresponding indicators to correct h index.Although there are many h type indices,few indicators take into account the quality of citations.Most indices assume citations are equally important,but this assumption is obviously unreasonable.A paper cited by top journals is more valuable than cited by marginal journals.This paper combines the value of citations to improve the h index.The EHI index is firstly proposed,and then the hwe index is further proposed in more in-depth research.This paper verified the validity of the EHI index for scientists' evaluation by comparing the ranks of 10 famous economists.We analyzed the difference between the EHI and other four h-type indices,and explored their relationships using Spearman correlation analysis and factor analysis.High correlations had been found among the EHI index and other indicators.The results showed that the EHI can indeed effectively evaluate the performance of scientists and is more advantageous when evaluating the influence of core output.This article validated the effectiveness of the hwe index by comparing the ranks of 20 top journals in the field of Operations Research and Management Science.Five of these 20 journals are included in UTD24 journals.We analyzed the differences and correlations among the hwe index,JIF,Eigenfactor and three h-type indices using Spearman correlation analysis and factor analysis.We found the hwe index is significantly correlated with Eigenfactor and h-type indices,but not with JIF,and the ranks of the five UTD24 periodicals have improved by hwe index compared with JIF.These results showed that the hwe index is an effective indicator that can reflect the real impact of journals,and is a useful complement to the bibliometric toolbox.We further proposed hwe(T)index to increase the discrimination of the hwe index and to rank journals with same hwe.The factor T is the total citation number of the hwe core.At the end of this article,we summarized the innovations and deficiencies of this paper,and make some suggestions for the next research.
