As one of the basic functions of the mass media,the agenda setting implies that the media can often arouse public concerns by highlighting the importance of certain topics,and then make these topics the focus of public opinion.Further studies have found that the media can not only influence the public what to think but also influence them what to think about.On this basis,the newly-developed network agenda setting reveals that the media can construct a "picture of the external world" in the public mind.This paper analyzes the differences between the Taiwan's traditional mainstream media in the establishment of the agenda and the agenda network in 2016 and its impact on the public,explores the current state of public opinion in Taiwanese media after the election,and attempts to clarify the reasons behind the differences in media agenda construction and possible impact on Taiwan's society.In view of this,the study selects the most representative newspapers and television media in Taiwan in 2016,studies the three major newspapers and nine political TV talk shows which best reflected the blue-green ideological struggle,and analyzes its annual news coverage.Based on the results of third-party opinion polls in Taiwan that year,this paper uses content analysis and social network analysis methods to try to describe the issues and issues network scenarios of different media,and to verify the effectiveness of Taiwan's different party-preferred traditional media in setting agenda functions at different levels.The results of this study confirm that in the context of non-election in Taiwan,traditional media can still enable us to link different issues and thus influence the public's perception of the issue network.The study also finds that the media's prominent prominence(the first level of the agenda setting)and its ability to make people connect different issues(the third level of the agenda setting)are not completely consistent.The concrete manifestations are:influenced by the tendency of the parties and the media forms,after the election the pan-blue media's effectiveness whether the first-level or third-level agenda setting is generally better than that of other party media.But in the first-level agenda,political TV talk shows are often better performing,while in the third-level agenda,newspaper news is more influential.This result shows that both media form and media content may have an impact on the effectiveness of different levels of agenda setting.In addition,the difference in the ability to set up the agenda at the first level suggests that there may be a split within the blue-green media,that is,the traditional blue-green division has masked the division between party media.Based on this,the article abandons blue-green and introduces a new political spectrum to analyze the cross-strait topics that have important implications in Taiwan and the positioning of the Taiwan media in the new spectrum,and has confirmed the internal differences between blue and green.The results also show that although there are indications that there may be political polarization in Taiwan's society,the selective exposure mechanism has basically become ineffective with regard to the influence of party media on the people in their respective camps,which to a large extent means that the blue-green dispute in Taiwan is basically in a state of disagreement and fusion.
