Over the past 40 years,with the rapid development of the media technology,great changes have taken place in the the mass media environment.These changes seems so evidently that we can not ignore them no longer:The audiences are in possessions of the new medias,they can freely publish the information through many kinds of social softwares.The audiences are active in the communication activities.The process of the communication has changed,the model between audiences and commucators are getting more flexible.In the past,the key issues in the research of agenda-setting matters that how does the mass media affect the audiences,and the changes occourd in people’s ideas,attitudes and positions.Though,nowadays the research about agenda-setting changed.The theory of traditional agenda-setting is gradually adjusted and develops under the influence of the new medias.This paper mainly use the case studies, content analysis to discussed the new media agenda-setting function and its significance and problems, the conclusion is that in the Internet enviroment, the dividing line in the information broadcasters and the receivers become fuzzy, not only the mass media can setting the agenda, but also the public be able to set the agenda of their own through the medium of new media.This paper is supposed by the agenda setting theory, and under the new media environment that shows new features, analyse the new features about the agenda setting theory under the new media environment. It regard the “Beijing PM2.5 issue”as the actual case. The analysis of agenda-setting about the agenda-setting process(public agenda, media agenda, individual agenda) of the “Beijing PM2.5issue”under the network environment and their relation are the emphasis.
