Government procurement refers to the behavior that national governments use national financial capital and government borrowing to purchase goods,works and services in order to engage in daily administrative activities or meet the purpose of public services.The subject of these procurement activities includes national authorities at all levels,institutions and organizations.As a procurement subject,in Liaoning Provincial Institute of Metrology,all the measuring and testing equipment,all the projects of vehicles or houses,office equipment etc.are purchased by government procurement.However,during the entire government purchase,all workflow are done manually,are complex and cumbersome,and are time-consuming in management.This traditional model of government procurement has not carry the growing purchasing scale,and these office automation systems for the procurement that have achieved are mostly lack of management for the complete workflow are not available for Liaoning Provincial Institute of Metrology.In order to improve the effectiveness of government procurement,standardize government procurement business workflow,strengthen the management of government procurement,it is in urgent need of a government procurement workflow management system for Liaoning Provincial Institute of Metrology.Based on the research and analysis of the overall flow of government procurement,this thesis designs and implements the management system of these government procurement workflow.System mainly includes the purchase application,the project argumentation,the management of purchasing,contract or payment,inspection or acceptance,the approval management and query statistics management,etc.The system uses C/S architecture,Microsoft Visual Studio as a development tool,C#language as the development of language,Oracle lOg as database server.The system enables distributed communication using.Net Remoting technology,achieves resource and file centralized management and sharing using FTP technology,achieves data access and manipulate using packages,stored procedures,etc.These technologies implement the automation of government procurement.The system in accordance with the terms of reference of the various departments controls the access of system functions,and norms the workflow of government procurement on the program.Firstly,this thesis introduces the problems and deficiencies of the traditional government procurement appears on the basis of the government procurement of Liaoning Province Science Institute of Metrology,analyzes the development objectives of the system and the practical value combined with the actual situation of metrology institute,and then introduces the main technology of the system.Based on the analysis of the government procurement workflow,this thesis carries out a detailed requirement analysis for the government procurement system,including the information flow analysis of government procurement,system functional and data flow analysis.Then,the overall design and the functional module design are proposed respectively.The database design is introduced further.Based on the design of the system,this thesis introduces the implementation of these main function modules and the key techniques used.Finally,this thesis instorduces the tests of the system,the tests proved that the system basically meet all functional requirements and non-functional requirements of various departments in metrology institutes,and well improve the effectiveness and integrity of government purchase,standardize the procurement workflow.
