Workflow refers to enterprise automation or semi-automation. in a part or the whole course of business supporting. Workflow Management System (WMFS) is a computer software system which supports the efficient implementation of business process and monitors the implementation process. Compared with traditional management model, by the implementation of WfMS, enterprises can change the management based on the department to duties. It can be achieved that the basic information approach a high degree of shared, and establishing a more comprehensive monitoring system. That is why it has been concerned by all areas of business which is focusing on process management.This paper firstly introduces the Inherent defect in material procurement by traditional mode. And then, introduce the improvements brought about by WfMS. It is focused on the analyzation of WfMS's composition, characteristics and application. Based on the difference of the processes controlling, it is explored that WfMS's type and scope of application. The workflow framework is determinned which is used by procurement management platform. Basis on this, it is done that researching the demands and designing the outline and detail of System. In particularly, highlights the key technologies which is concerned in the development. Finally the development, acceptance and promotetion of the system all have been finished.To help users to handle business, improve the productivity, and ultimately bring about the integration of procurement operations, system settings the following modules. System configuration and security management subsystem, it is for user rights configuration and Basic data type configuration. Supplier management subsystem and Materials Management Subsystem are the shared functional modules of every subsystem. The reason why these two modules extracted as a subsystem is reserving for future extension interface. Procurement and contract management subsystem are the platform's basic business functions subsystem. It is the core of the platform. Reporting function of the platform is dispersed in every business functions subsystem. At the same time, there are many statements which is relating with all the business functions subsystem. As a result of number of users who use the system is relatively large and the users widely distributed, most functions will be based on the Browser/server (B/S) structure whose costs of maintenance and development are relatively low. Take into account the cost and the size of the platform to consider, the platform choose Microsoft . Net as software framework, and choose SQL Server 2000 as database platform.Contributions brought by this thesis are as below. Design and implement a procurement management platform based on workflow technology. Based on B/S multi-tier distributed system architecture, by useing a mature Web application servers and transaction processing middleware. Enterprise-class application has been enhanced significantly. It is Meeted that the needs of business-critical. At the same time, a set of development documents is prepared, providing for related needs.
