Civil service information management system is an important tool for the management of civil servants.With the development of the society,civil servants management system becomes more and more complete,and Higher standards are proposed for personnel selection,performance improvement,career management and other aspects.But traditional civil servants information management system is always pay attention to personal resume and information storage,cannot reflect the completion of the work and human-post matching degree,and unable to adapt to the requirement of the information management system promotion.Compared with the traditional civil service information management system,a set of quantifiable index and parameters of standard system was established,the automatic evaluation function was completed through importing the methods of standard evaluation and performance improving,and the new civil service information management system based on competency model was achieved eventually.The system is developed by VS.NET and My SQL,and was composed of several functional modules,including user management,post management,quantification of competencyelements and parameters,automatic scoring management and evaluation results analysis.This paper focuses on two aspects of the research: 1)the system modeling:competency score point extraction,and evaluation methods and criteria of design problems;2)software engineering: database design,information flow push function,and automatic scoring function and etc.Combining two department of quality supervision,a complete competency information input and evaluation system was established,and the software engineering was completed in this paper.Through setting the post competency elements and score points in the system,and entering staff personal information(office clerk and special equipment supervisory department clerk),the human-post matching degree was acquired automatically.Compared with the way of artificial statistics and evaluation,this evaluation method can greatly improve the work efficiency,and also ensure the safety of the personal data.According to the objectivity of the evaluation results,it can better reflect the matching degree of personnel quality and job requirements.It can be used as a reference for job scheduling,job promotion,training plan and performance incentive.The system not only made the assessment system based on competency realized from theory to practice,but also can be used to promote the improvement of civil servant manner of working and evaluation,and also the whole management system.So that it can make the civil service troops and positions more perfect,and ultimately improve the core competitiveness and administrative efficiency of government civil servants.
