At present,China is in a critical period of development power transformation and economic transformation and upgrading.The importance of high-level talents has become increasingly prominent.From the national level to the local government,a series of high-level talents policies have been formulated and promulgated to gather high-level talents and speed up the realization of China's "talent power strategy".As a pioneer of innovation drive in China,Shanghai is stepping up the construction of science and technology innovation centers with global influence,providing a rare platform and opportunity for the realization of the value of high-level talents.As a gathering place of high-level talents,the National Hi-tech Industrial Development Zone plays an important role in the construction of Shanghai's global science and technology innovation center.Shanghai Z High-tech Zone,while promoting the implementation of the national and Shanghai high-level talent policy,combined with its own characteristics,introduced a "Zizhu Jing Talent" talent plan with ZHigh-tech Zone characteristics,and set up a "high-level overseas talent entrepreneurship support fund" to promote regional talent highland construction.Whether the implementation effect of the high-level talent policy in the high-tech zones is effective or not is directly related to the development of the high-tech zones and the construction of the global science and technology innovation center in Shanghai.Through the evaluation of high-level talent policy in high-tech zones,we find out the problems in the process of policy implementation,optimize and adjust the policy,so as to further enhance the effect of high-level talent gathering in high-tech zones,and accelerate the construction of high-tech zones and the strategic highland of human resources in Shanghai.This paper takes the high-level talent policy of Shanghai Z High-tech Zone as the research object,and evaluates the implementation effect of the high-level talent policy of Shanghai Z High-tech Zone by means of statistical analysis,questionnaire survey and comparative analysis.Firstly,it introduces the background and significance of the study,defines the relevant concepts of high-tech zones and high-level talents,and combs the relevant research on high-level talents and policy evaluation at home and abroad.Secondly,the paper reviews the high-level talent policy from the national and Shanghai levels,builds a high-level talent policy evaluation framework based on IPO model,sets up evaluation indicators from subjective and objective aspects,and establishes a systematic evaluation system.Thirdly,taking Shanghai Z High-tech Zone as an example,this paper evaluates the implementation effect of Z High-tech Zone's high-level talent policy from four dimensions: policy input,policy output,policy environment and policy effect,based on the objective data and satisfaction questionnaire survey data of Z High-tech Zone from 2013 to 2017.The evaluation results show that there are some problems in the implementation of Z High-tech Zone's high-level talent policy,such as unreasonable talent introduction structure,uneven policy implementation,imperfect policy evaluation mechanism,inadequate policy publicity,and poor subjective feelings of talent environment.Finally,on the basis of case study,some suggestions are put forward to improve and optimize the structure of talent introduction,the shift of policy focus,the improvement of policy evaluation mechanism,the strengthening of policy publicity and the building of a three-dimensional ecological environment for talent.
