Study On Entrepreneurial Incentive Policies For High-level Talents In Ningbo High-tech Zone

As an important carrier for Ningbo to build an innovative city,Ningbo high-tech zone shoulders the important mission of building a scientific and technological innovation base in the southern wing of the Yangtze river delta.Under the background of continuous technology innovation and in-depth development of industrial convergence,the high-tech Zone held tight to the opportunities of introduction of high-level talents and entrepreneurship development that bringing by the “high tech entrepreneurship elite” plan and the “3315”plan,and introduced a series of policies such as high-level talent introduction policy,entrepreneurship support policy,guarantee policy and incentive policy,further promoted the work of introduction and entrepreneurship of high-level talents,vigorously developed new and high technology industries,and have made remarkable achievements.But there are still some shortcomings such as the total number of highlevel talents is insufficient,the proportion of "leading mode" entrepreneurship is low,the new enterprises have an outstanding characteristic of "employment mode",the staying power is weak,the new enterprises on a smaller scale and the market expansion ability is limited and so on.The root causes are the comprehensive impact of the following aspects : The first is the lack of high-level talent incentive policy,including such following sub-aspects: irrational competition for talents,the deficiency in talents using,training and management,the deficiency in management of entrepreneurial team;The second is the shortage of enterprise incentive and support policy,including such following sub-aspects: the industrial chain expansion capacity is insufficient,the localization is not deep,the communication and cooperation are not deep;The third is the deficiency in entrepreneurship platform construction and development policy,including such following sub-aspects: the docking for enterprises and platform is not smooth,the docking for high-tech enterprises and traditional industrial chains is difficult,the platform level is relatively low;The fourth is the deficiency in policies which aimed at optimizing the entrepreneurial environment,including the deficiency in financing environment,entrepreneurial service environment and guarantee environment for entrepreneurship;The fifth is the deficiency in government incentive policies for entrepreneurship,including the deficiency in incentive policy system and incentive policy itself.With the help of entrepreneurial theory model,two-factor theory and actor-network theory,we did an optimization analysis to the problem from the macroscopic level,did an analysis to the core actor elements that closely related to the entrepreneurship of high-level talents from the micro level,clarified the key issues and main actors that should be paid attention to resolve the current main problems,and formed the basic ideas that solve the problems systematically.Based on this idea,the following aspects are suggested to optimize incentive policies for entrepreneurship of high-level talents in high-tech zone: Firstly,through the way of accurately matching high-level talent projects,establishing the talent training mechanism and exploring the incentive mechanism for retaining high-level talents,to realize the purpose of improving the high-level talents recruiting system and the efficiency of utilization and management of the high-level talents;secondly,start with the following aspects such as improving the functions of government services,improving the policy environment that supporting the entrepreneurship and improving the service function of entrepreneurial environment,to optimize the service environment for entrepreneurship and enhance the service performance;Thirdly,through the way of building multi-party communication platform based on cooperation,exploring multiple support channels to expand the enterprise development platform,transforming function to promote the professional development of entrepreneurship platforms,to strengthen the platforms that supporting entrepreneurship.
