With the rapid development of the domestic high-tech zone and the deepening of the decentralization in recent years, the talent competition between high-tech zones is increasingly intense. High-tech zone of every district gradually has started to improve and innovate personnel policy of park, so as to attract and gather outstanding talent, and then to facilitate leap-forward development of zone economy. Becoming strong policy heights has been the most important way and the inevitable choice for all kinds of high-tech zones. However, there are some unanswered problems such as how implementation effect is, how to evaluate and how to perfect the policy and so on. Thus, determining policy evaluation standards and models, constructing the policy evaluation framework and index system, analyzing the effect and problems of personnel policy of the high-tech zone, has became the premise and key to optimize the personnel policy system of high-tech zone.In accordance with research ideas which is theory-methods-empirical study, the writer first introduces the research background and significance, defines the key concepts of high-tech zone and personnel policy, and focus on combing the domestic and foreign literatures of personnel policy of high-tech zones, including researches of policy background, policy content and policy evaluation. Second, the writer constructs the theoretical framework of personnel policy evaluation of the high-tech zone. The one hand, with the policy text analysis, the writer summarizes four characteristics of the personnel policy of the high-tech zone, including personnel policy subjects, personnel policy objectives, personnel policy applicable objects and personnel policy tools. On the other hand, based on systematically carding policy evaluation theory, the writer determines personnel policy evaluation standards and modes of the high-tech zone, and then builds up the reasonable personnel policy evaluation framework and specific index system which is suited to the characteristics of reality of domestic high-tech zone. Third, taking Dalian high-tech zone for an empirical analysis, the writer further evaluates personnel policy system of Dalian high-tech zone, according to the evaluation framework and methods, find some questions such as lack of policy authoritative and evaluation mechanism, content imbalance, weakness of execution. Fourth, based on the case analysis above, the writer puts forward specific suggestions on improving talent policy of high-tech zone from four aspects of policy making, policy content, policy implementation and policy evaluation. Finally, the author summarizes full text and proposes the future research direction.
