The National Independent Innovation Demonstration Zone is the mainstay to build an innovation-oriented country, while quality talents are its core resource. Based on the strategy of "Strengthening the Country through Talents", in order to improve the performance of "Talents Zone" construction included in National Independent Innovation Demonstration Zone, evaluation for quality talents has become priority among priorities. The East Lake High-tech Zone is one of three National Independent Innovation Demonstration Zones; what’s more, it is an Innovation Entrepreneur Base for Abroad Quality Talents too. As a government-dominated evaluation behavior of quality talents, its double identity shows the demonstration and guiding effect for113National Innovation Zones and its human resource administration experience can provide a powerful reference and example for all. The paper attempts to evaluate quality talents objectively and then help to create an ideal environment for talents convergence, improving the National Independent Innovation Demonstration Zone to attract global quality talents.After a comb summary of relevant research on evaluation for quality talents, the paper researches the validity and influence factors for evaluation for quality talents in East Lake High-tech Zones. Basing on competency theory and talents quality evaluation theory, the paper aims at resolving three problems:Firstly model construction and evaluation instruments selection for factors influencing the evaluation validity of quality talents in East Lake High-tech Zones, the composition of index system for quality talents evaluation, the optimized path of quality talents evaluation, according to literature study, questionnaire survey, factor analysis, multiple regression analysis. The following four conclusions are the research result.Firstly, analysis on the factors influencing the validity of quality talents evaluation is the premise of evaluation. Factors influencing the validity of evaluation for quality talents are evaluation mechanism, personnel policy, evaluation experts, quality characteristic and social relations in East Lake High-tech Zone. The result of factor analysis can be justified with19indicators such as the rationality of evaluation program and the scientific of evaluation criterion.Secondly, the results of SPSS show that, the evaluation mechanism, personnel policy, evaluation experts and evaluation index have obvious effect on the evaluation validity of East Lake High-tech Zone. Among the four influential factors the quality characteristic is the most effective. Human social relationship factor is ineffective at all to the evaluation validity of East Lake High-tech Zone.Thirdly, an evaluation index system for quality talents is composed. Through personnel consulting, questionnaire survey and literature review, the author composes a four in one quality talents evaluation index system around "performance, capability, contribution, potential" according to the quality characteristic and different category of talents. The author also uses method of AHP to calculate and set each index weight.Fourthly, optimize the path of quality talents evaluation for East Lake High-tech Zones. The definition of quality talents should be cleared, then the introduction of comprehensive evaluation technology for quality talents, development of quality talents evaluation information management system, making full use of industry resources and industry platform to evaluate talents, improving service platform for international talents, dynamic updating of experts and regular training expert should all be practiced.The paper has two innovation parts:the model about influencing factors for validity of quality talents evaluation is composed and verified, which shows that human social relationship factor is ineffective to the validity of evaluation. A quality talents evaluation index system for East Lake High-tech Zone is composed and demonstrated.
