Changzhou High - Tech Zone Attracts High - Level Talents

With economic globalization, the worldwide competition for high-level talents is more and more fierce. Changzhou national hi-tech industry development zone (also referred to as "Changzhou high-tech zone"), is approved by the State Council in 1992, which is one of the first established 52 national high-tech zone. After 23 years of development, Changzhou high-tech zone ranks as the 26th developing zone in all the high-tech zone of the country, which mainly based on the economic development level and innovation ability of the zone. In order to further promote Changzhou high-tech zone’s science and technology innovation, to enhance the attraction of high-level talents is undoubtedly very important. Therefore, this paper takes Changzhou high-tech zone to attract high-level talents as the research subject.This paper mainly takes literature research, case analysis, and investigation and interview as research methods, and takes the theory of talent flow and talent stimulation and regional competition advantage as the theoretical basis. At first, this paper defines the terms of high-level talent, and reviews the past research reports of high-level talents attraction.Then, developed countries such as the United States, Japan, Germany, Sweden and some cities such as Beijing, Shanghai, Suzhou, Wuxi and other related areas who had mature experience on the introduction of high-level talents are introduced, which can inspire Changzhou high-tech zone.Thirdly, based on investigation, the paper introduces the present situation of attraction of high-level talents of Changzhou high-tech zone, and points out the existing problems and reasons. The development of the industry, the inputs of research and development, and government service and policy are the main factors.Finally, based on the above analysis, Changzhou high-tech zone should take the following measures to enhance the attraction of high-level talents, such as supporting key industries and better government service, etc.This paper is designed to help Changzhou high-tech zone establish a better system to enhance the attraction of high-level talents. And I hope it may provide reference for other areas similar to Changzhou high-tech zone to attract high-level talents.
