In the short 40 years of reform and opening up,China's economy has developed rapidly and has achieved remarkable results unprecedented in the world.However,resource-based cities that rely on natural resources are faced with many outstanding problems such as economic stagnation and environmental pollution,and have become a key area of national concern.Resource-based cities are not only faced with many problems such as insufficient economic aggregates,deteriorating institutional environment,and single industrial structure,they were even considered to have encountered the phenomenon of "resource curse".Accelerating the sustainable and diversified development of resource-based cities is a necessary requirement for accelerating the transformation of their original economic development mode and fully implementing the ultimate goal of building a well-off society.Of course,promoting harmonious and coordinated development among regions,promoting new urbanization and new industrialization in the 21 st century,and maintaining the stable and harmonious development of society is also an important project in the construction of ecological civilization.At present,the state has issued various policies and development plans to promote the economic transformation of resource-based cities.As a "policy test field" and "special economic zone" in the region,the National High-tech Zone is a major strategy for the country to promote the development of high-tech industries and regional economic development.Whether the establishment of high-tech zones will drive the economic growth of resource-based cities remains to be empirically tested.The list of resource-based cities comes from the National Sustainable Development Plan for Resource-Based Cities promulgated by the state in 2013.The plan identified 114resource-based cities in prefecture-level cities,and the National High-tech Zone is one of my country's innovation-driven strategies.Important economic policy arrangements.According to the Torch High-tech Industrial Development Zone Center of the Ministry of Science and Technology of my country,169 cities have been approved in the national high-tech zone development list announced in 2019,of which resource-based cities occupy 46 national high-tech zones.Based on this,this paper selects the panel data of 94 resource-based cities from 2007 to 2017 and uses the double difference method to study the impact of national high-tech zone policies on the economy of resource-based cities.The results of the study found that the establishment of high-tech zone policies in resource-based cities has had a positive effect on the regional economy.Falsification test,exclusion of extreme values of explained variables,PSM-DID test,and hysteresis are used to verify The robustness of the model.Then use the intermediary effect model to study the influence mechanism and path of the national high-tech zone policy on the resource-based city economy.The results show that the number of scientific and technological personnel and the number of patent applications play a positive role in promoting regional economic growth.Due to differences in regional economy and geographic location,the implementation of the national high-tech zone policy has obvious heterogeneity to the economic growth of resource-based cities.The impact of the national high-tech zone policy on the economy of resource-based cities is discussed from two dimensions: spatial location,The degree of resource dependence.The spatial location is divided into two types: eastern cities and central and western cities;the degree of resource dependence is divided into cities with "low resource dependence" and "high resource dependence".The empirical results show that the national high-tech zone policies have different effects on different regions,and the promotion effect is most obvious in the central and western regions and cities with "low resource dependence".Therefore,resource-based cities can improve regional economic development by attracting talents and improving technological innovation.This article also provides important reference for optimizing the spatial layout of national high-tech zone policies in resource-based cities and the establishment of other related policies.
