The enactment of the <New Compulsory Education Law> marks the legitimization of the"Equally" education policy. However, in order to achieve this policy successfully, we must pay close attention to every detail in the implementation process. In this paper, we investigate the current situation of the compulsory education of the migrant workers'children in Harbin city based on a deep analysis of the"Equally" education policy and some other relevant policies and regulations. We also confirm that the compulsory education schooling issue of these children has been almost resolved, and that the various types of unfairness appearing during the process of children's studying in the public schools should be given more practical concerns. Based on the analysis of the study performance, the emotional status, and the daily behaviors of the migrant workers'children, and as well as the fairness issues appearing in the education process such as the weakness of the schools where they study, we discuss and evaluate the strategies of achieving the education fairness among the migrant workers'children. This paper suggests: improving the quality of the weak schools, strengthen support for the migrant workers, improve family education quality and strengthen community facility. And also try to provide valuable suggestions for the further effective implementation of the"Equally" education policy.
