Since the 1990 s,in the development of the globalized world pattern,the importance of early education has been widely recognized and valued by all countries.At the same time,the shortage of labor market resources and the rising cost of living brought about by the rapid economic development have made “aging” and “small child” become the common population problems in all countries.Governments have adopted child care services as an important way to solve these problems.The government purchases social services to cater to the needs of the public to look after infants and children and go out to work.After more than half a century of government policy support,the education services in developed countries have been fully developed.However,due to the different political,economic and cultural differences in various countries,there are also large differences in their policy of child care services.China's child care service is still in the exploratory stage.The discussion of the education policy of developed countries can provide some experience for the establishment of the policy system of the child care service with Chinese characteristics.The United States,the United Kingdom,Japan and Australia have developed their child care service policies earlier.At present,they have established a set of child care service policy systems with their own characteristics.This article takes the four countries as the representative,and introduces the contents of the four countries' education policy from the five aspects of goals and regulations,curriculum and standards,teachers and environment,family and community,and early intervention.Through horizontal comparison,it is found that the four countries' child care service policies have certain similarities,which are as follows: the top-level design promotes the development of the child care service industry,and the policy formulation has obvious social development orientation,respects cultural diversity,and highlights the opening of the big country.The sexual and inclusive and child care service policies adhere to the goal of child-oriented and educational equity,and at the same time establish a government-led,multi-participating network of child care services.At the same time,based on differences in political stance,national development and social background,the four countries have some fundamental differences in policy objectives and curriculum concepts.Finally,through the analysis and comparison of the four national child care service policies,the paper puts forward suggestions for the development of China's child care service policy.
