Funding for poor students is an inevitable requirement for fulfilling the government's public finance function,promoting public services,and achieving equalization of education,and it is an important means to promote education equity.It is not only related to social fairness,justice,harmony,but also to the stability and development of the country,which has received widespread attention and wide attention from all countries in the world and is a problem that must be highly valued.In recent years,the funding policy system of China has become increasingly mature,and its content and implementation process have been gradually standardized.However,due to the implementation of the new funding policy under the precise poverty alleviation,it has only been nearly two years since then,how the implementation of the policy is worth exploring.From the practical situation of the past two years,the implementation of the student financial aid policy in Yibin County under the targeted poverty alleviation still has a series of practical problems such as inaccurate funding targets,low quality of funding policy design,non-standard policy implementation process,and unsatisfactory policy implementation.This paper firstly designed a questionnaire survey with the aim of understanding the implementation of the student subsidy policy in Yibin County under the precise poverty alleviation.At the same time,it also conducted a survey on the management personnel and some students and parents who participated in the student funded work according to the field interview method.According to the specific questionnaire survey results and interview content,clarify the specific implementation of student funding policy in Yibin County,analyze some of the main problems and reasons for the implementation of the policy in the implementation process,and propose effective policy recommendations.The survey results show that the student financial aid policy is relatively complete,which promotes social justice and educational equity to a certain extent,better fulfills the public finance function,and promotes the development of education in China.At the same time,it can basically guarantee the learning life of poor students and the right to education of poor students,and it can reduce the poverty-stricken and school-based debts.However,it still has many problems in details,such as the distortion of poor students' information,the poor evaluation standards of poor students,the inaccurate identification of poor households in the establishment of low-grade students,the difficulty of attending school for low-study students,and the lack of students between students,the difficultly to implement balance and funding,the un-standardized policy implementation process,the low-awareness of student policy,the un-satisfactory of funding effect,and the low-satisfaction of policy.In response to the above problems,this study also puts forward some corresponding countermeasures and suggestions.Firstly,we must establish a credit mechanism for poor students,a system for identifying students with family economic difficulties,and a reasonable identification mechanism for poor households to ensure the accuracy of funding targets.Secondly,it is necessary to strengthen the convergence of policies,narrow the differences in funding policies,improve the operability of policies,and ensure the quality of policy design.Finally,it is necessary to strengthen the capacity of policy enforcement entities,improve funding agencies,and establish feedback evaluation mechanisms to enhance the implementation of policies.
