At present,the charging system for education in China has changed from the past elite free model to a universal higher education model where the government is the main body,schools,society,and student families share the cost of education.The subsidy policy for students from economically disadvantaged families is an important public policy aimed at achieving educational equity,promoting social progress,and achieving effective financial assistance.It plays a crucial role in China’s stable growth.Under the continuous innovation and implementation of relevant policy makers and executing agencies,although the funding system has achieved good results in helping students from economically disadvantaged families,there is still significant room for improvement in the spiritual connotation and specific implementation methods of the funding system itself.This article takes C College as the main research case and adopts Smith’s executive research model.From the four dimensions of idealized policies,executive institutions,target groups,and policy environment,research paradigms and methods such as questionnaire surveys,interviews,and quantitative analysis are used.A questionnaire survey was conducted on 6405 students using random sampling,and 36 students and teachers were interviewed.We conducted a survey and research on the current status and effectiveness of the funding policy implementation in C College,and summarized the main problems in policy formulation,policy implementation,target groups,and policy environment in implementing the funding policy for students from financially disadvantaged families in C College.At the same time,analyze the reasons for these problems in order to provide targeted solutions.This article believes that at the level of policy formulation,standardized execution procedures should be established,policy supporting measures should be improved,and policies for funding ethnic minority students should be formulated;At the level of policy enforcement agencies,it is necessary to establish an effective accountability mechanism for enforcement agencies,improve the literacy of funding policy enforcement personnel,and improve the network system of publicity work;At the target group level,clarify the criteria for identifying students from financially disadvantaged families,establish a campus credit reporting system,improve the student funding information system,achieve precise funding,and build a long-term mechanism for funding and education.At the policy environment level,mobilize social forces and increase social funding projects;Establish and improve funding laws and regulations.Through problem analysis and targeted measures,promote the scientific implementation of student funding policies in universities in southwestern ethnic regions.
