Study On The Existed Problems And Improved Methods Of Funding Policies About Poor Students In Provincial Universities

The reports of Eighteen National Congress of the Communist Party of Chinaproposed “vigorously promoting fairness in education， rationally allocating ofeducational resources， focusing on rural remote poor and minority areas andsupporting special education， improving the level of subsidy about students from poorfamilies”. Doing a perfect duty in financial aid about poor students from Colleges is thebasic approaches and important measures of realizing fairness in education and itpromotes social harmony.With the expansion of college enrollment，popularity of higher education，disproportion of different areas and urban-rural， combining other reasons，the numberof students who can’t afford to pay school fees and living expenses is increasing. Theseproblems have caused common concerns of state and society. Chinese Government hasalways attached great importance to the funding of colleges and universities studentsfrom poor families, has been committed to establish and perfect the financial aidpolicies and measures for poor college students. Since the new China established, ourcountry college students from economically disadvantaged families funded developmenthas experienced “ward, loans, grants, exemption, allowance” consisting mainly of multimixed funding system formative stage. At present, there are tens of funding policy ofimpoverished college students, such as National scholarship, Green channel,state-funded student grants.This paper is based on summary of relevant literatures and interviews of teachers andstudents on funding policy, organization, implementation, problems. We analysis the thereasons, one is the policy itself, the second is execution. And the existed problems offunding policies about provincial universities，the disproportion between education andeconomic, the lacking of expenditure and losing of students in provincial universities，the defects of policies and so on through researches and taking Changzhou University for example. Finally We propose optimized and improved measures by taking country,universities, poor students and society into account.
