A Study On The Implementation Of Financial Aid Policies For Poor Students In Art Colleges In Liaoning Province

The work of financial aid for poor students has been a normalized system-project in colleges and universities.The state has always attached great importance to the financial aid,which has also been the most important task of college student management.It has been an inevitable way for the revolution and development of the state's education that we have to do comprehensive,in-deep and systematic research on the system of subsidizing the poor students in colleges and universities.Although the poor students in colleges and universities are just a tiny group,but they radiate and reflect a lot of social problems.Because of the special characteristics of profession,the art students' burden is heavier and their personalities are more prominent than the other students' in comprehensive institutions.Exploring the professional characteristics of art institutions has been essential to solve possible problems which we may encounter in the implementation of poor students' subsidizing.Furthermore,the successful completion of their study has been an important factor related to the happiness for thousands of families,the fair of the education,and the harmony of the society.This paper mainly studies the present situation and problems about the work of poor students in Shenyang Conservatory of Music,Lu Xun Academy of Fine Arts and Dalian Art Institute.Through the research on problems in the organization of the policy-development and the policy-implementation and the persons who benefit from the policy,we can find the solutions for the main issues and perfect the strategies based on specific data,interviews and other multi-dimensional consideration of optimization measures.The paper mainly deals with the insufficiency of the mechanism of poor students' identification,lacking of information,the shortage of funds and posts in the policy enforcement department,the difficulty in linking the student loan policy with the mechanism of honesty,and the psychological burden of poor students in art institutions.In order to better the implement of funding aid for poor students,we should combine the government,universities and student organizations together to promote the work in art colleges on the basis of previous achievements.This article treats the financial aid of poor students in a development view,thus tries to propose better program for the poor students in art institutions of Liaoning Province,and finally achieve educational equity.
