As a key component of the social security system,the student subsidized system in colleges must follow the changes in social policies closely to cope with the new problems and challenges.With the initial effect of national poverty management,the number of absolute poor students in universities has shrunk on a large scale,and college’s assistance work should shift to relative poverty governance,empowering the poor student groups to help them achieve more comprehensive development.The poor students in colleges have distinctive group characteristics.The lack of material conditions is only a periodic phenomenon.When their basic lives are guaranteed,they look forward to satisfying their yearning for a better life through their own development.They can effectively stimulate their initiative through the change of funding policies,which not only improves the economic benefits of aid resources,but also meets the needs of poor students to pursue their own development.In the window period of social policy transformation,the subsidy policy returns to the function of educate,which can respect the individualized needs of each assisted student.It is the proper meaning of education and poverty alleviation.Developmental funding proposes to increase the accumulation of capital for poor students,help them reduce social exclusion,and effectively integrate material assistance and ability enhancement,psychological assistance and other aspects.This is the inevitable direction of the subsidy policy transformation,fully highlighting the value orientation of precision and education,which can further optimize the subsidy work for college students and pay more attention to the satisfaction of individual needs of poor students.This research mainly adapts the individual case analysis method and interview method to analysis the current situation of college assistance,and tries to grasp the future trend of the funding system based on the problems in assisting mechanism.The funding policy for poor students in college should put more focuse on linking poverty alleviation with psychological assistance and Spiritual help,aiming to distribute more resources to the human capital investment of poor students,so we can help the poor student groups adapt to social changes.The full text can be divided into six modules.The first module introduces the background and significance of the research,and summarizes the previous research results.The second module focuses on the evolution and characteristics of the student funding system in Britain,the United States and Japan.The third module introduces the changes of college student funding policy in detail since the founding of China.The fourth module is based on the changes in social policies and the optimization of the poverty management concept in China,and puts forward the theoretical support and specific implications of development funding.The fifth module takes a university in Jiangxi province as an example,and uses the interview method to figure out the problems in the student funding system.The sixth part uses the concept of developmental funding as guide to optimize the funding policy in order to achieve the healthy and sustainable development of student funding. |
