As a large and special group in China's labor market,rural migrant labor is an important force to promote China's urbanization.Promoting the transfer of rural migrant labor is an important factor to increase rural household income,reduce rural poverty rate,and accelerate urban-rural integration.way.In 2018,the State Council issued the "Guiding Opinions on Winning the Three Years of Fighting against Poverty and Defending the War",and taking precision poverty alleviation as one of the must-attacks in building a well-off society in an all-round way,taking education assistance,employment assistance and housing assistance as precision Three important measures to get rid of poverty.Xinjiang has a poor population in southern Xinjiang,and the county economy is backward.To help the poor and poverty-stricken areas in the southern Xinjiang region of Xinjiang to get rid of poverty,the autonomous region implements the “Action Plan for Promoting Enterprise Employment Services”.However,the low level of human capital accumulation in the rural labor force in southern Xinjiang and the lack of occupational skills have led to the obstruction of rural migrant labor in southern Xinjiang during industrial or inter-regional employment,which has made the problem of slow growth of rural migrant labor income in southern Xinjiang increasingly prominent.Education is the driving force for realizing the “quality change” of rural migrant labor in southern Xinjiang.This study adopts the method of empirical research and takes the rural migrant labor force in southern Xinjiang as the main research object.First of all,the basic status of the rural migrant workers in rural areas in southern Xinjiang,basic family information,school education experience,vocational training experience,and employment experience are described.Secondly,based on human capital theory,employment theory of dual structure transformation and labor market segmentation theory,this paper analyzes the mechanism of education affecting the income of rural migrant labor in southern Xinjiang.Finally,it studies the research status and selection of the influence of education at home and abroad on labor income.Based on the variable model,the extended Mingser income model is used to measure the educational return rate of rural migrant labor in southern Xinjiang,and the quantile regression model is further used to estimate the educational risk of rural labor selection.The results show that education has a positive effect on rural migrant labor income in southern Xinjiang.The gross profit rate of school education is lower than that of vocational training.However,with the continuous improvement of rural migrant labor education in southern Xinjiang,the impact of school education on income Higher than vocational training;the income and risks of rural migrant workers in school education and vocational training in southern Xinjiang are positively related,but the risk of vocational training is significantly higher than the risk of school education;when rural educators complete compulsory education,continue It is more advantageous to choose school education,especially to accept secondary vocational education;the interaction between school education and vocational training can jointly promote the higher income of rural migrant labor in southern Xinjiang,but it is necessary to reasonably control the number of training and improve the quality of training.From the regression results of relevant control variables,the educational return of rural male migrant labor in southern Xinjiang is higher than that of female migrant labor.The vocational training income of rural minority migrant labor in southern Xinjiang is higher than that of Han migrant labor,and the low-income group of rural migrant labor in southern Xinjiang.The return on education is higher than that of high-income groups.Based on this,this study believes that in order to promote the sustainable growth of rural migrant labor income in southern Xinjiang,first,it is necessary to increase the investment in rural education in southern Xinjiang,effectively allocate the educational resources in southern Xinjiang,and promote the modernization of education in southern Xinjiang.Second,establish a rational education investment,smooth the investment risk of education,and guide the rural migrant labor force in southern Xinjiang to invest in rational education.Third,strengthen the vocational training system,formulate a more comprehensive vocational training cost sharing mechanism,and promote the income growth of rural minority migrant labor in southern Xinjiang.Fourth,improve the labor market in southern Xinjiang and make full use of legal means to reduce discrimination in employment of female labor.Fifth,strengthen the education level of rural poor migrant laborers in southern Xinjiang,and carry out precise poverty alleviation for poor labor through education channels,and formulate special subsidy programs for rural poor migrant laborers in southern Xinjiang.
