At present,the pressure brought by China’s economic downturn can not be ignored.Stabilizing employment and promoting employment are still the main choices of the government’s public policies.Whether the rural labor force can adapt to the new situation of economic development and achieve fuller and higher quality employment is related to the overall situation of long-term stability and social stability.The new employment form formed under the background of digital economy has not only realized the transformation from fixed employment to flexible employment,from traditional employment to emerging employment,from employment to flexible employment,and from professional employment to compound employment,but also made an important contribution to solving the employment of special groups such as migrant workers,women and laid-off workers.However,the new employment pattern will not only give birth to new jobs,but also bring new problems and difficulties.What is the development status of digital economy and new forms of employment in Xinjiang,and what is its impact on the employment of rural labor force? Is it an opportunity or a challenge? How to guide the benign development of new employment forms and deal with the problems and difficulties encountered by rural labor force participating in new employment forms? The research on the above problems is of great significance to help the Xinjiang government immediately adjust employment policies and relevant economic policies to achieve the goal of "stabilizing employment and ensuring employment".According to the data obtained from the field survey,this paper analyzes the influencing factors of rural labor force’s participation in the new employment form by using the binary logistic regression model,and puts forward the corresponding countermeasures and suggestions.On the basis of technical and economic paradigm theory,labor market segmentation theory and labor and employment theory,the paper analyzed general situation of Xinjiang’s digital economy and new employment figure,basic development status of Xinjiang;s major forces and opportunity and challenge faced by employment form of Xinjiang.Moreover,it discussed theoretical relation and mutual influential principle between digital economy and new employment form.Besides,it employed dual logistic regression model according to the data from field survey,and analyzed influential factors to employees’ working intention under new form of employment.To this end,it proposed countermeasures and suggestions.Through the analysis,the main conclusions are as follows:(1)The lag of industrial digital transformation in Xinjiang limits the development of new employment forms.Compared with developed provinces,Xinjiang’s digital economy started late,and the level of development is relatively low,and the creation of new occupations and new jobs is relatively insufficient;(2)The traditional public employment service system has not yet covered new employment forms.The service system specifically for new employment forms has not yet been perfected,resulting in a mismatch between supply and demand in the labor market,that is,the coexistence of "difficulty in finding jobs" and "difficulty in recruiting" is common.(3)The workers in the new employment form lack the necessary social security and protection of rights and interests.The social security mechanism,the definition of labor relations,and the protection of labor rights and interests have the most significant impact on workers in the new employment form.Therefore,improving social security and protection of rights and interests is a necessary condition to promote the rapid development of the new employment form.(4)The comprehensive quality of the labor force does not match the demand for some new jobs.Factors such as education,vocational skills training,and national language proficiency play an important role in promoting the development of new forms of employment in Xinjiang.However,Xinjiang labor force,especially rural labor force,generally has problems such as low education level,insufficient employment skills,and mismatch with job demand.Based on the above conclusions,the following suggestions are put forward: first,optimize and adjust the industrial structure to create development space for the new employment form of rural labor force;Second,encourage and support digital innovation and entrepreneurship to drive the development of new employment forms of rural labor force;Third,build and improve a new public employment service system to cover employees in new forms of employment;Fourth,strengthen digital vocational skills training to promote high-quality employment of rural labor force;Fifth,guide workers to change their employment concept and encourage rural labor force to participate in new employment;Sixth,promote and improve the social security mechanism and safeguard the legitimate rights and interests of employees in new forms of employment.
