Research Of Problems Of Beijing Schools For Migrant Children Policy Implementation

In recent years, with the rapid development of urbanization in our country, the number of migrant workers has shown the rapid growth trend. Their children’s educational problems have been revealed. In respect to these problems, schools for migrant children have become one of the important keys to ensuring that migrant children go to school. In order to practically regulate the management of schools for migrant children, state and local governments have issued a series of related policy documents, such as Interim Measures for the Floating Children Education, On Further Doing a Good Job of Rural Migrant Children’s Compulsory Education Working Opinion, Beijing City on the Strengthening of the Floating Population’s School Management Approach and so on. But it is undeniable that but there are many problems in the process of implementation of these policies; especially the Beijing municipal government shutting24schools for migrant children has raised public opinion. Therefore, it is urgent to deeply study policy implementation of schools for migrant children.On the basis of combing the policy implementation schools for migrant children and comprehending the contexts and objectives of government policies, this study tries to find out the plights of policy implementation and the reasons by using the qualitative research method to several key cities in Beijing and field research from every link of the policy implementation of schools for migrant children.On this basis, this study finds out that first there appear problems in the links and means of policy implementation. For example, policy propaganda ways are single; propaganda time is so hasty that policy spirit is not well transmitted policy adjustment targets; policy analyses is just copied, which brings inconvenience to specific operation; there is no adequate material preparation; policy coordination and supervision lacks intervention of the professional organization and so on. Second, the reason for the plight of policy implementation is that the policy lacks rationality, explicitness and stability; the administrative idea of policy implementing executors is undefined; policy Implementing executors optimize local interest maximization and pursue the apparent achievements and so on. Thus, this study puts forward corresponding policy suggestions that we should perfect and modify some related contents of the policies, optimize policy implementing executors’service consciousness and methods and establish and perfect Security System of policy implementation of schools for migrant children on the basis of introspection of policy implementation of schools for migrant children.
