In the book?Learning:The Treasure Within?,There is a famous saying that"the education reform that violates the teacher's will or has no teacher participation has never been successful."Teacher protection is the cornerstone of the development of basic education.Improving the quality of teachers is the top priority to ensure the quality of education.The teacher training of basic education in the United Kingdom,along with the emergence of institutionalized teacher training institutions,has led to the evaluation of teacher quality.In 1984,the United Kingdom established the Council for the Accreditation of Teacher Education(CATE)to begin certification of teacher education institutions to ensure that they meet national standards to improve the quality of teachers.After several decades of development,the teacher education certification organization has undergone several changes,and the certification standards and certification processes for teacher education have been continuously improved and embodied.The quality of teachers is improved,and the role of certification organizations is different.The UK's teacher education certification organization is neither a fully independent non-profit organization nor a government department.It is a compromise,a certification body composed of government,schools,society and stakeholders.The diversity of the membership of a third-party institution that appears as a government agent determines that its nature is not endorsed by the government.Third-party assessments emerged after the Western New Public Management Movement in the 1970s.To date,independent third-party evaluation has become a theoretical resonance and practical consensus of the world government departments and social industry assessment.At present,China's teacher education institutions lack third-party certification assessment.Most of the education evaluation work is done independently by the government,which will inevitably lead to the government being both an"athlete"and a"referee".The assessment results are unfair.For example,the US model,which uses independent non-profit organizations to conduct third-party assessments,is obviously not in line with China's current national conditions.The compromise adopted by the United Kingdom and the model of third-party evaluation by governnment agents have a strong reference for China's initial attempts to establish a third-party assessment agency.Therefore,the author of the British teacher education certification organization,as a third-party evaluation agency to certify the quality of teacher education,according to the historical development context,to explain the organization's several attempts to change,summed up the development of educational certification organizations characteristics,with a view to enlighten China.The first part of the article introduces the origin of the British teacher education certification,and discusses the management and evaluation of teacher education before the 1980s.The second part introduces the initial period of British teacher education certification(1983-1994),discusses the establishment of the Council for the Accreditation of Teacher Education(CATE),certification work and its certification focus.The third part introduces the development period of the British Teacher Education Accreditation(1994-2005)and discusses the establishment and certification of the Teacher Training Agency(TTA).The fourth part introduces the maturity of the UK teacher education certification,mainly the Training and Development Agency for Schools(TDA).The fifth part is to summarize the characteristics,and finally the conclusion part,Summarize and propose the implications for our country.In the UK,England,Wales,Scotland and Northern Ireland each have a relatively independent education system.The education administration of the UK central government is mainly responsible for education in England.The education systems in England and Wales are similar.The central government policy applies to England and Wales area.The British teacher education in the text mainly refers to education in England and Wales.
