With the international competition fiercely, all countries put forward the slogan of education revitalize the country. It is really necessary that put education as the measure of enhancing country's competitive strength. However, we still need a lot of excellent teachers to build a strong team to teach our students, the problem has attracted educational officer's attention. As we know, the purpose of our Teachers' Certification Policy is to strengthen the teachers and their teaching standards and enroll outstanding people in the teaching profession. The Teacher Certification Policy is one of the corn policies in building our teachers team. It plays an important historical role in promoting teacher appointment more scientific and legal. From the formulation of the policy to the implementation of the policy, we have covered more than ten years, it is just the process of significant changes taken place in social development in China. Since 1998, the Teacher Certification Policy has been put into practice and has got much progress. Now it is promoting in the national wide, but the policy background is different from each other among the provinces, the problems come into being also are special, so the Teacher Certification Policy desires strongly to be carried out and to be perfect further.So in my paper, I just want to analyze the state and the problems by my survey in CZ, ShanXi Province, the study will take educational policy, administrative law, teacher professional development theory as the theoretical foundation, and will take institutional analysis of law, case studies, questionnaire survey and interviews as the major research methods. I also will take attribution analysis to summary the main reasons that cause the questions, then make recommendations on them, which would be best if it is effective, I really hope my suggestions are adaptive and can be taken. It also can set an example for other provinces that is the same level of economic development as ShanXi.My study will take the Teacher Certification Policy in China as the reference, it will be based on the state of polices which are implemented now in CZ , ShanXi, then I will show all the survey results of the teacher certification policy of the study area.My paper includes five parts.The first chapter of my paper illustrates the motivation of this study, the meaning of my research and how to do my paper.The second chapter illustrates the policy about Teacher Certification Policy both in China and ShanXi, find out the policy foundation of the paper.Chapter 3 contains the main aspects of survey, it tells us the states and the questions of the policy implemented in the study areas. The aspects are teachers eligible to apply for the conditions, certification examination, education proficiency test, certification bodies and procedures and later management of certification.In Chapter 4, I will analyze the causes why bring out questions of Teacher Certification Policy in ShanXi. It mainly includes: the normative of implementation of the policy in ShanXi, the integrity of the in China, the security system for implementation of Teacher Certification Policy.Chapter 5 is the recommendation part. On the basis of survey material from last two chapters, I will attempt to give some suggestions to the related department. For example, department of education administration of CZ Town, ShanXi, department of formulation of the Teacher Certification Policy, the related departments such as school and education administration and so on. They all can promote the Teacher Certification Policy for further implementation.
