Teacher Certification Implementation Policy is issued and put into practiced in 2002; it is marking our teacher certification institution's standard law system which is establishing, this is verification to the people who want to take part in teacher career. Our country is want to attract excellent person become a teacher, enrich source of teachers diversify, break the oriented teacher training mode, allow Non-teaching training graduates who passed teacher certification exams, they will obtain teacher certification, and teaching students.At first, this paper is analyzing our teacher certification policies'literatures, analyzing non-teaching training graduates applying primary and middle school's teacher credentials'polices'certificating subject, certificating criteria, certificating object, and investigating the non-teaching training graduates in Bei Bei, Dian Jiang, Rong Chang Districts, through analyzing polices and investigating, finding problems, and advancing some countermeasures to perfect non-teaching training graduates applying primary and middle school's teacher credentials.Through investigation and researching, There are several problems, such as certificating object is unequal to the non-teaching training graduates; certificating organizations'relation is not harmony; certificating criteria is also not perfect, and non-teaching training graduates to become a teacher is difficult. The reasons are including teacher certificating organizations' administration function is not clear, and the relation between universities'teacher certificating organizations is also not swimmingly, the related laws and regulations is out of the times'require. There are several suggestions about how to solving problems and solving the problems about the difficult to be a real teacher, such as revising related laws and regulations of teacher certification, raising teacher certificating criteria, building-up related supporting measures.
