China's family planning policy has been implemented for 37 years since it was written into the national policy in 1982.The government gradually realized that this policy has already contradicted the needs of China',s sustainable development. Therefore,we began to make a series of adjustments to the population fertility policy. For example, the government had gradually introduced the universal two-child policy, the policy permitted that each couple can have two children. It has been three years since the implementation of the policy, but according to the survey in the last three years, the results of the implementation of the universal two-child policy have not reached the expectation, and this has aroused discussion from all walks of life in the community. This study will focus on the problem area of preschool education(0-6 years old),which the academia has been paid less attention to.The parents of children who were in or just finished preschool education in W and Z cities in central China were randomly selected as the respondents,to investigate the influence of their family education costs on their re-fertility intention. The main content of the study consists of five parts:The first part describes the research background, the problem, the purpose and significance of the research, the research methods, research content and framework,as well as the innovation point and deficiency of the research; The second part is the definition of related concepts, the review of the existing literature, the review of the basic theory, and research assumptions. The third part of the research design, data sources, research objects, and empirical analysis of the data classification. The fourth part is the regression analysis of the influence of the cost factors of family education on parents re-fertility intention, and the hypothesis of the study is tested. In the fifth part, some suggestions are put forward to solve the negative influence of family education cost on parent's re-fertility intention. The results showed that the family education learning cost, opportunity cost and psychological cost had a significant effect on parent's re-fertility intention at the preschool education stage(0-6 years old),and the degree of influence is as follows:psychological cost, opportunity cost, learning cost.At the same time, the test results also show that the cost of entering a higher school has no significant influence on the parents're-fertility intention at the preschool education stage(0-6 years old).To sum up,according to the data analysis results and interview records,it is pointed out that the influence of the cost of family education in preschool education on parent's re-fertility intention is as follows:the high learning cost of children reduce the parent's re-fertility intention.Sacrificing opportunity cost for childbearing weakens parent's desire to procreate, and the psychological cost in the process of childbearing affects parent's desire to procreate.According to the existing problems, the following suggestions are putting forward:to improve the rationality of investment in children's education;the government should play a leading role to continue to increase the investment in preschool education;to implement the family maternity leave and to increase child-rearing allowance;to increase the transition period for female workers to take maternity leave and return to work;to pay attention to the mental health development of parents;to set up parent's schools to help parents deal with child-rearing problems.
