Guangxi Diversified Pratt & Whitney Kindergarten is a new direction for pre-school education in Guangxi.It aims to solve the problem of “difficulties in entering the park and costliness after-entering the park” in Guangxi ethnic areas,effectively improve the coverage of inclusive preschool education resources and thus promote education equity.This study mainly discusses the main problems in the implementation of the policy of thepluralistic Pratt & Whitney Kindergarten in Guangxi.It analyzes the causes of the existing problems from the perspective of policy implementation,and proposes corresponding solutions to the effective implementation of the policy,it will be practical and significant to promote the pluralistic Pratt &Whitney Kindergarten in Guangxi.This stugy chooses the implementation status of the policy of the pluralistic Pratt & Whitney Kindergarten in Nanning,Guangxi as subject,basing on the Smith policy implementation theory,the literature research method,investigation method,policy text analysis method,etc.,and interviews with preschool education administrators and kindergarten directors.,teachers and other perspectives to study the implementation of the policy of pluralistic Pratt & Whitney Kindergarten in Nanning.The survey shows that pluralistic Pratt & Whitney Kindergarten policy was well implemented in Nanning.In general,the policy content and policy concept have been highly recognized by different executives;the coverage of inclusive preschool education resources has been greatly improved;the government has continuously increased the input and support of financial funds;it has promoted the professional development of teachers;the management of kindergarten has been continuously improved.Basing on the analysis of the implementation status of the policy ofthe pluralistic Pratt & Whitney Kindergarten in Nanning,Guangxi,many problems are exposed in the implementation of the policy of the pluralistic Pratt & Whitney Kindergarten: Kindergarten lacks scientific planning and layout;the reward and punishment mechanism and the supervision mechanism cannot keep up;corresponding evaluation mechanism is lacking;funding input is insufficient and input structure is unreasonable;arrangement and award funds are improper used;little changes in education quality and teaching level;parents infrequently participate and supervise implementation of the policies;policies supporting for the construction of teaching staff are lacking.The main factors affecting the effective implementation of the policy of Guangxi’s pluralistic Pratt & Whitney Kindergarten are various aspects:First,the rationality of the policy implementation standards are insufficient,and the practicality is not strong;second,the executive ability of the policy executives is insufficient and the imperfections of the executive agencies are imperfect;Third,the target group lacks corresponding rights expression mechanism,lacks understanding and recognition of policies;Fourth,it is caused by factors such as policy resource allocation and policy implementation environment.According to the analysis of the problems and influencing factors of the implementation of the policy of the pluralistic Pratt & Whitney Kindergarten in Guangxi,combined with the reality of the ethnic minority areas in Guangxi,the author proposes a path to promote the effective implementation of the policy of the pluralistic Pratt & Whitney Kindergarten in Guangxi: First,proposing a more operational implementation standards from the perspective of policy implementation;Second,to optimize policy implementation parties;Third,to improve target group recognition and support for policies;Fourth,to effectively enhance and integrate policy implementation resource paths;Fifth,to establish a quality policy implementation environment.
