The role that preschool education as a basic education plays in the development of human life, which has been confirmed in the whole research world. Relevant research shows that high-quality preschool education can better cultivate and promote the development of children’s ability in all aspects. The development of preschool education in China started late, and the foundation is weak and protection of school-age children to receive the high-quality and inclusive preschool education also failed to realize the development goals, and differences between urban and rural areas, regional differences are still obvious. From the beginning of 2010, the state has promulgated a series of policies and measures to ensure the quality of kindergarten education, but also considered as the fundamental purpose of public inclusive kindergarten projects.Kindergarten education quality is affected by many variables, among which the most important is the process quality, to solve the problems in the process of improving the quality of kindergarten education is of great significance.During the 13 th Five-Year Plan period, the state will further increase efforts to support the development of preschool education, expand the public kindergarten as the main body of inclusive preschool education resources, strengthen security funds to the development of preschool education, establish and improve the innovative management mechanism, improve teaching quality of preschool education to promote strategic transformation and development, and effectively solve the public’s demand for affordable high-quality kindergarten, and promote the scientific development of preschool education.In this study, the author take inclusive public kindergarten as an entry point, the educational process quality of kindergarten as a core content, and select A kindergarten of Lijiang that provides relatively modest public inclusive services as the research object, adopting literature research, questionnaires, interviews and observation study methods. Based on the understanding of the overall educational development of A garden, to investigate and analyze the development status of the educational process quality in the five aspects of educational concept, class curriculum, teacher-child interaction, health security and parent participation, and to further analyze the problems and corresponding causes that existed in the development of educational process quality, and combined with the basic requirements of relevant national preschool education development policy, regulations and related documents, to provide actionable suggestions for enhancing educational process quality of A kindergarten, to help the Department in charge of education and kindergarten to formulate and improve evaluation standards of education quality, and to enrich research of relevant policy and theory related to public inclusive kindergartens.Through investigation and research, it is found that A kindergarten has the following problems in the development of educational process quality: 1. Policy system limit the rational allocation of educational resources; 2. The depth of teachers’ education concept integrated into the teaching practice is not enough; 3. The insufficient use of potential educational value in the curriculum design; 4. The capability of creating a good teacher-child interaction atmosphere weakened; 5. The dominant role that kindergarten plays in establishing their cooperation mechanism is not perfect, which affect the quality of educational process.Aiming at the basic problems existed in the five aspects of educational process quality of A kindergarten, combined with the actual development of the kindergarten, the author put forward the following recommendations: 1. Work together to promote the comprehensive construction of the kindergarten based on the policy regime support; 2. Strengthen the ability of teachers’ educational practice using the preschool education policy as the guide; 3. Integrate the various internal elements of the curriculum using the optimization of curriculum structure as the key, to improve the quality of the course; 4. To study the interaction between teacher and child as a breakthrough, to improve the quality of teacher-child interaction; 5. Enhance the quality and efficiency of home-kindergarten education, using the communication oriented by kindergarten as the dominant.
