In today's times,talent as the active factor in productivity,especially the more scarce high-level talent plays a more and more decisive role in comprehensive competition.Organize and give full play to the important role of high-level talents in social and economic development effectively has become an issue of the times,in which the incentive problem of high-level talent naturally becomes the top priority of the topic.This paper finds out the problems in the high-level talent policy of Liaoning Province through the methods of literature analysis and comparative analysis,and puts forward the corresponding measures to perfect the incentive policies.On the basis of summarizing the current research results,this paper first defines the high-level talents,and sums up the characteristics of the high-level talents and the composition and content of high-level incentive policies and the formulation of the incentive policies and principles and needs.Secondly,the author summarizes the contents of the incentive policies of high-level talents in Liaoning Province.Analyzes the problems and causes of the high-level talent incentive policy.The paper finds out that the incentive policies of high-level talents in Liaoning Province are lack of competitive advantage,flexibility,fairness,pertinence and the unity of maker and so on because of the inadequate research before the formulation,the backwardness of the concept and the lack of strong guarantee of the system.Thirdly,the contents of the incentive policies of high-level talents in other regions and abroad are collected and analyzed.Through the analysis of the contents,compare with the incentive policies of high-level talents in Liaoning Province in paid,funded,evaluation system,business platform,Work environment treatment and other aspects,and then put forward the content of Liaoning Province should learn from.Finally,it is put forward that the perfection of the incentive policy of high-level talents in Liaoning Province should be based on improving the competitiveness,pertinence,fairness and continuity of incentive policies and insisting on introducing and cultivating to co-ordinate high-level talent incentive and raise high-level talents Policy effect.The author puts forward relevant suggestions and opinions on these problems,aims to provide some reference for the perfection of the incentive policies of high-level talents in Liaoning Province...
