With the further deepening of globalization and the rapid development of the knowledge economy,talents,as an important resource for national development since the 18 th National Congress,have received increasing attention from governments everywhere.Among them,R&D talents,as an important component of all kinds of talents who master the most cutting-edge technologies,are playing a leading role in the development of science and technology in a region due to their high level of knowledge,strong ability of scientific and technological innovation and great contribution to society.From the central government to local governments,all local governments have recognized the importance of scientific and technological research and development talents in the field of scientific and technological development,and have issued a series of talent policies,mainly involving the introduction,training,incentive and use of talents.After vigorously introducing talents,the government and enterprises have also formulated corresponding talent incentive and guarantee policies.On the one hand,they train and retain the introduced talents;on the other hand,they also provide research and development support for scientific and technological research and development talents,so as to improve the economic benefits of enterprises and governments.In this context,the government introduced a series of talent introduction policy has achieved expected benefits,each enterprise is reached after the talent policy implemented to attract,retention,and the purpose of the relief,how can the result of the talent introduction work for the corresponding evaluation,it has become a government to avoid talent introduction policy implementation effect is low the problems to be solved.Taking Wuhua district as an example,the theory of public policy evaluation,policy evaluation research on the basis of summarizing the talent introduction policy in Yunnan province,according to Kunming and Wuhua talent introduction policy in Yunnan province to comb,divided into the Kunming talent introduction policy and Wuhua talent introduction policy,further summarizes the Kunming and Wuhua talent scale,quality,and the shortage of the working Wuhua talents.Taking 17 key science and technology enterprises in Wuhua district as the research object,this paper analyzes the talent efficiency of Kunming and Wuhua district from the macro level,and analyzes the implementation of talent introduction policy from the side.Micro level of the 17 key enterprises in the field visit and questionnaire survey,from "enterprises to introduce talents","the conditions of the enterprise value for the introduction of talent","what the enterprise needs to professional and technical personnel in the field of","enterprise need what kind of talent policy government" these four aspects were analyzed.The results of the questionnaire showed that 58% of enterprises introduced talents through recommendation mode.83% of enterprises value the ability of innovation and product development.95% of enterprises most need professional and technical personnel is technical innovation personnel;95% of the enterprise is urgent need to support the government to make big talent policy,the introduction of technology,project,take money to give the project personnel to support funding support and strengthen the service guarantee,increase housing security of all kinds of talents,in such aspects as education,medical treatment,living provide optimal services for the talent of talent culture policy.In this part,the talent introduction policy response evaluation and analysis first determines the talent introduction index and the enterprise income index,conducts the canonical correlation analysis on the talent introduction index and the enterprise income index,and further explains that there is a correlation between the talent introduction and the enterprise income.In determining the enterprise talents have relevant relationship between index and corporate earnings,on the basis of using QFD and the multi-dimensional evaluation model of combining AHP quantitative talent introduction policy purpose and talent introduction policy,the relationship between the dimensions of the final Wuhua district according to the result of model analysis of Yunnan province talent introduction policy response evaluation.Overall,Wuhua district of Yunnan province talent introduction policy response than the pass level,talent introduction policy implementation effect is good,but there are still shortcomings and in need of improvement and policy,the training and assessment of enterprises for the introduction of talents is not very seriously,misses the point,the enterprise in the recruitment aspect compared to talented person's exit is doing is not good enough so Wuhua companies in addition to strengthening the talent recruitment work,more attention should be paid to the introduction of talent cultivation and examination,only in this way can Wuhua talent introduction policy play fully the effect.According to the evaluation results of the policy response of Wuhua district to the talent introduction in Yunnan province,specific Suggestions are put forward at the level of philosophy,system and operation respectively to improve the policy evaluation system,so as to ensure the full play of the implementation effect of the talent introduction policy.
