The report of the 19 th CPC national congress put forward that "Talent is a strategic resource to achieve national rejuvenation and win the initiative of international competition".More and more local governments have realized that the most important indicator to measure regional competitiveness is the introduction of talents.To attract and retain talent,they introduced all kinds of talent introduction policy,and the battle of "Talent" intensified.Based on the increasingly fierce competition for talent,"1+7" Talent introduction policy system has been formulated in Guannan county,Lianyungang city.The author used interviews and questionnaires to obtain data from the policy implementation departments and policy target groups in Guannan county and analyzed the current situation of ?The interim measures of Guannan county on further strengthening the work of Talents? and ?Measures for Talent agglomeration in key industries in Guannan county?policy implementation with Smith model,analysis of the policy implementation of the problem and the formation of the reasons,and give suggestions for adjusting the implementation of the policy in Guannan county.Through the analysis,the paper finds that the main problems in the process of implementing the talent introduction policy in Guannan county include: First,the main responsibility of policy implementation is vague;Second,low attention to talent introduction;Third,the guarantee system of talent introduction is deficient;Fourth,The policy environment of talent introduction needs to be improved.Starting from these four problems,the paper analyzes the main factors affecting the implementation of talent introduction policy in Guannan county: An imperfect policy;Low subjective initiative,deviation of the idea of the implementation of the policy;A restricted target group.Finally,according to the Smith model and the results of the questionnaire,The author puts forward several adjustment ideas: First,the policy system of talent introduction has been gradually improved;Second,strengthen the linkage of the enforcer system;Third,Talent introduction and training were accelerated;Fourth,optimize the environment of entrepreneurial talent innovation.It is hoped that the exploration and analysis in this paper can bring new vitality to the policy implementation,and to provide the reference opinion industry talents "Rising depressions" policy goals for Guannan county.
