In "national competitive advantage",Professor Michael Porter of Harvard University pointed out that in the era of knowledge economy and information technology,talent is the key to solve the bottleneck of development and enhance the international competitive advantage.In recent years,CD city has introduced a series of high-level talent introduction policies to promote the effect of talent aggregation.However,the existing talent scale and quality are still difficult to support the transformation of urban power in CD city.There are still a series of problems in the talent introduction policy,such as: the level of policy effectiveness is low,the regional characteristics of the policy are not obvious,the policy content is more important than the introduction of services,and the policy evaluation mechanism needs to be improved.These problems will lead to the difficulty in attracting high-level talents to settle in CD city.How to improve the introduction of high-level talents in CD City Policy,strengthening the effectiveness of talent policy level,and promoting the introduction of high-level talents in CD city are the focus of talent introduction in CD City,and also provide the research direction for this paper.This paper takes CD city as the research object,based on the theory of human capital and the theory of public policy,using the policy evaluation tools,through the construction of the evaluation framework of high-level talent policy in CD City,evaluates and analyzes the high-level talent introduction policy in CD City,finds out the existing problems,and puts forward suggestions for policy optimization.Through the research,we find that there are the following problems in the policy of high-level talent introduction in CD City:First,policy making.First,the level of policy effectiveness is low and the coordination of policy is insufficient;second,the talent policy is obviously fragmented and the guidance of policy is insufficient;third,the regional characteristics of policy are not obvious and the innovation is lacking;second,the content of policy.First,the policy content focuses on the introduction of services,the policy system structure is unbalanced,and the supporting documents are not perfect;second,the talent policy tends to be "large and complete" and "fragmented";third,the policy operation level.First,the policy evaluation mechanism needs to be improved,and has not yet formed a scientific and procedural policy evaluation mechanism;second,the policy publicity and implementation are not in place,lacking the overall linkage and normal communication mechanism;third,the transformation rate of scientific and technological achievements is insufficient,and the supporting mechanism has not been followed up in time.In view of the above problems,this paper puts forward optimization suggestions and guarantee measures for talent development from three aspects of policy-making,policy content and policy operation of CD high-level talent introduction policy.First,at the policy making level.We will promote the legalization and standardization of the work of high-level talents,clarify the scope of authority of each functional department,and formulate policies for the introduction of talents by item.Secondly,at the level of policy content,we should strengthen talent service,improve talent security,strengthen talent incentive,strengthen talent team and implement policy implementation.Finally,at the level of policy operation,we should improve the evaluation mechanism of high-level talent policy,improve the mechanism of talent governance system,break through the barriers of public institutions,and realize the free flow of high-level talents.In order to improve the continuity and long-term influence of talent introduction policy,this paper puts forward the high-level talent development guarantee measures of CD City: Building Talent Development incubation base,building talent innovation and entrepreneurship carrier,improving talent development ecological environment,and promoting the construction of school local collaborative innovation system. |
