For a long time,China has vigorously introduced high-level talents,mainly reflected in three aspects.First,the state has formulated a high-level talent return plan,especially for overseas students,on the strategic aspect.Second,the government units have also planned the local talent introduction policy.Third,companies and departments have no hesitation to introduce professional talents at a large price.High level talents play an irreplaceable role in dealing with technical difficulties and high-tech project development.In some ways,the quality and quantity of these three aspects can drive the further development of national and regional economies and help them to innovate and progress.That is why it is necessary to analyse talent introduction policies in the context of today’s fast-changing world and rapid technological progress.Zhangjiagang metallurgical park is one of the representative districts and counties in China,which is the transformation and renewal of industrial towns to modern port new cities in the old times.The purpose is to lead the new era,complete the industrial transformation and update,promote the high-level development,continuously strengthen the selection,introduction,training,guarantee and encouragement of scientific and technological talents,and issue various relevant measures to help the progress of scientific and technological talents.Although the strength and results of the policy of introducing scientific and technological talents have got many achievements near years,there are still many problems in the specific implementation.In order to solve this problem,this study first uses the previous evaluation index system of talent policy implementation as the reference model,which is used to evaluate the implementation effect of Shanghai talent introduction policy.The author,implementer and beneficiary of Zhangjiagang metallurgical Park high-level talent introduction policy are selected to investigate and statistics the data.Through the analytic hierarchy process and particle swarm optimization The weight of the project is measured by the algorithm,and the evaluation index system is established to meet the implementation effect of the high-level talent policy in the park.Secondly,according to the actual situation of the implementation of the talent policy in Zhangjiagang Metallurgical Industrial Park,the paper will also make a score and reference with the Shanghai Zhangjiang national independent innovation demonstration zone and Shenzhen Songshan Lake Science and technology innovation park in the evaluation index system of the high-level talent policy operation,and employ relevant personnel The staff and experts participated in the survey,obtained the questionnaire,supplemented other subjective and objective elements in the evaluation system,and reached the comprehensiveness,integrity and effectiveness of the problem analysis;finally,determined the implementation of the talent policy in Zhangjiagang Metallurgical Industrial Park,and then studied the reasons,finally determined the corresponding policy implementation suggestions,and reviewed the effectiveness of the policy,so as to make the research possible It is helpful to the development of other high-level talents introduction of similar government. |
