Study On Performance Evaluation Of Talent Introduction Policy In Xiangtan

Talent is the first resource to lead the development of innovation.At present,we are facing the “unprecedented changes of international environment”,.General secretary Xi Jinping pointed out that now “more than any time in history to achieve the great goal of the great rejuvenation of the Chinese nation,and more than any time in history for talent”.In order to realize the rejuvenation of the nation and win the initiative of international competition,the position and role of talents are increasingly prominent.In recent years,local governments at all levels have joined the battle for talent resources and introduced a series of policies to attract talents.This paper selects the Xiangtan as an example,under the push of the construction of the innovative in Hunan province,Xiangtan in nearly three years continuously explore new measures for the reform of talent,broaden the channels of choose and employ persons,strengthen personnel training,the maximum play to the talents for society,economy,culture and other aspects of the role,has launched a "talent introduction of Xiangtan city industry three years plan of action,2017-2019","lotus city talent action plan for talent introduction policy,grasping the key link,talents and promote the industry revitalization,boosting economic and social development with high quality.As a typical inland city,the siphon effect of talents is obviously different from that of coastal cities and adjacent provincial capital city Changsha.In the new era,the principal contradiction in China has been transformed into the contradiction between unbalanced and inadequate development and the people's growing needs for a better life.Only good policy can attract good people,and the key to good policy is to be effective.This paper takes the policy performance evaluation of talent introduction in Xiangtan city as the research content,and tries to construct the policy performance evaluation system of talent introduction in Xiangtan city.In order to ensure the objectivity and scientific evaluation,this paper using the method of entropy value method of performance evaluation index of Xiangtan city talent introduction policy empowerment,sort through objective true reflection index of the actual situation,and use the specified index of the information entropy to determine the effectiveness of the proposed indicators and value,objective and scientific effectively reflect the Xiangtan city talent introduction policy,and thus perfecting the Xiangtan city talent introduction policies.
