With the continuous transformation and development of China's economic structure,the pace of innovation reform has gradually deepened.In recent years,local governments in China have responded to the new requirements of promoting development through innovation and actively adjusting the industrial structure.In the overall economic and social development,we will actively seize the five major tasks of removing production capacity,inventory,leverage,reducing costs,and making up for shortcomings.The high-quality talents in various fields needed for reform and innovation have been competed by the talent market in various places because they have become valuable resources to lead reforms and achieve breakthroughs in development.As leaders in guiding enterprises to accelerate their development,governments around the world have introduced a new round of preferential policies to attract all kinds of talents for their own use,and have soon formed a government-led,policy-oriented and enterprise-based policy.A new round of talent fighting for talent.Although these policies have made some cities a talent Highland and achieved remarkable results,due to the lack of complete and systematic policy performance evaluation,policy is not strategic,government credibility has declined,and public resources have been wasted.The desired results were not achieved.Choosing and constructing a local talent policy evaluation index system can give full play to the overall goal of regional national economic and social development,give play to the support and core role of talents in social and economic development,rationally formulate talent policies,and play an active guiding role.In this paper,the construction of evaluation index system of local talent policy is discussed in detail,and a set of evaluation index system suitable for Harbin talent policy is expected to be constructed.The first part is the introduction,which clarifies the research background,purpose and significance of this paper,combs the relevant research status of domestic and foreign scholars on talent policy and its evaluation,elaborates the research methods and technical routes;the second part defines the concepts of human resources,public policy and other fields,and elaborates the human capital used in this paper.Theory,incentive theory,talent flow theory and other theoretical basis;the third part,combined with theory and practice,based on the entropy method to construct the local government talent introduction policy evaluationindex system;the fourth part,using the talent introduction policy evaluation index system to evaluate and analyze the talent policy in Harbin;the fifth part,put forward to improve the talent policy evaluation index system construction.Several suggestions are made to improve the evaluation level of the talent introduction policy of the Harbin government and the strategic role of the policy evaluation in building a service-oriented government.
