A Study On The Evaluation Of The Implementation Effectiveness Of The Policy For The Introduction Of Transportation Talents In Guizhou Province

Smooth transportation network is a prerequisite for promoting economic development and social progress.After the industrial revolution,China's transportation has improved in terms of infrastructure construction,industrial upgrading and service quality.With the sustainable development of economy and the national strategic deployment,especially in consolidating the achievements of poverty alleviation and promoting rural revitalization,and building a modern comprehensive transportation system,the country and regions have increased the introduction and cultivation of transportation talents.Limited to the natural location and economic and social conditions,Guizhou province lacks attraction in the process of "competing" for transportation talents,and has little effect in talent introduction.To be sure,it is very important for the development of transportation talents and the construction of transportation industry in Guizhou Province to explore the strategies to effectively solve the problem of lack of transportation talents in Guizhou Province,to improve the ruling efficiency of transportation authorities,to build a good talent team,and to maximize the benefits of talents.Based on the theoretical knowledge of public management and related disciplines,especially under the guidance of public policy evaluation theory,this paper makes a systematic study on the implementation efficiency of transportation talent introduction policy in Guizhou Province.First of all,it combs the relevant talent policies of Guizhou Province and the current situation of Guizhou transportation talent introduction policy.Secondly,through the combination of literature research,questionnaire survey,comparative analysis and interview,this paper constructs the evaluation index from the two dimensions of fact judgment and value judgment to empirically analyze the implementation efficiency of Guizhou transportation talent introduction policy.It is found that there are three remarkable achievements in the implementation of the policy:first,the basic policy system has been completed;second,the basic policy system has been improved;Second,the total amount and quality of transportation talents are increasing;Third,with the rapid development of transportation industry,the demand for talents is increasing.At the same time,the state attaches great importance to talent development,coupled with the development of big data,big poverty alleviation industry and good ecological environment in Guizhou Province,which provides many opportunities for absorbing transportation talents.However,in the face of fierce competition for domestic talents and other challenges,there are some problems in the implementation efficiency of Guizhou transportation talent introduction policy,such as the lack of regional talent attraction,the deviation of the ruling subject's ideas,the need to improve the level of fine management of talents,the lack of talent resource integration framework,the non-standard evaluation of talents,the unsmooth use of talents,and the one sidedness and convergence of policies.Finally,based on the problems existing in the implementation efficiency of Guizhou transportation talent introduction policy,this paper puts forward the path to optimize the implementation efficiency of Guizhou transportation talent introduction policy from the aspects of changing the thinking of government functional departments,strengthening policy publicity,implementation,evaluation and improving the policy guarantee mechanism,It provides a feasible reference for the transportation department to formulate and implement the policy of transportation talent introduction in the future.
