Research On The Use Of Talents In Benxi City

Human resource is the first resource of scientific development,and human capital is the first capital of scientific development.Talents recruited according to the needs and comprehensive consideration of long term benefits of a region are valuable wealth for development.Benxi,as an old industrial base and facing the arduous task of the development and the reality of the insufficient total amount of human resources,must fully understand that the essence of innovation-driven development is the talents-driven development.Therefore,Benxi should regard the use of talents as an important part and key task of the city’s talent development to release and stimulate the vitality of the talents to the largest extent.In view of the use of talents and in accordance with the practice of talent recruitment of Benxi,this paper will mainly analyze the key problems restricting the use of talents and try to put forward opinions and solutions based on the basic theory on the use of human capital and the methods of literature research and comparative analysis.This paper is divided into seven parts.The first part introduces the background,purpose,trends at home and abroad,methods and innovation of the research.The second part clarifies the core concepts and explains the theoretical basis of this paper.The third part analyzes the current situation of the total amount,distribution and structure of the recruited talents in Benxi.The fourth part focuses on the analysis of the problems and causes of the recruitment of talents in Benxi.The fifth part introduces the practice of the use of recruited talents of some cities and areas in our country and finds out some experience for reference.The sixth part further explores the strategy of making good use of talents in Benxi from the perspective of the Organization Department.The last part Puts forward that Benxi must consolidate the strategy of talent priority development and accelerate the implementation of talent driven strategy through enhancing the level of awareness of Scientific Outlook on Development,creating favorable environment for talent use and carrying out mechanism innovation relating to talent evaluation,incentive and flow in order to improve the effectiveness of talent use and boost economic and social development.
