The report of the 19th National Congress of the Communist Party of China pointed out,talent is a strategic resource for realizing national rejuvenation and winning international competition.This report highlights the importance of talents,especially high-level talents.Thus many regions and universities have formulated talent policies in order to attract domestic and foreign talents.However,the reports about Talent War and Talents Flowing Southeast are increasing now.Moreover,the issue of regional imbalances in talent introduction is still a serious problem.In order to objectively present the regional differences in the introduction of high-level talents in Chinese universities,this paper takes the Recruitment Program of Global Young Experts as an example,builds a talent database based on the published information of 9 groups of Thousand Youth Talents.First of all,this paper briefly introduces the implementation of the Recruitment Program of Global Young Experts.Secondly,considering the research feasibility,this paper chooses sample universities in the eastern,central,western and northeastern regions.Combining with descriptive statistics,policy text analysis and variance analysis,this text comprehensively quantifies the regional differences in Chinese high-level talents from three aspects,the quantity,quality and incentive policies.The results of this paper are as follow:firstly,high-level talents pay more attention to the level of university rather than the regional environment in the choice of mobility.Secondly,the optimal talents still have regional differences,and they tend to flow into the eastern region.Thirdly,the difference between material incentives and supporting service incentives among different universities is not significant,and th e importance of career development incentives begins to emerge.In addition to the talent incentive policies,informal institutional factors,such as geography,academic relationship also have an impact on the introduction of high-level talents in universities.What's more,this paper proposes the policy implications,eastern universities should build employer brand to attract the best talents,universities in the central,western and northeastern regions should focus on improving the level of academic research,and all universities should optimize the talent introduction policy.At the same time,our country should continue to promote the construction of Double Top-Class University,expand the talent introduction area,pay atten tion to local talent training,and ensure the rational and orderly competition of talents.
