On The Building Of Rural Practical Talents In Benxi City

Since the reform and opening up,with the continuous development of China’s social economy,the rural society has also undergone great changes.The rural economy has steadily developed,and farmers’ income has steadily increased.But the work of agriculture,rural areas and farmers still has a long way to go.For the foundation for the development of rural talents is waek,the talents are unstable and the income gap between urban and rural residents still exists,etc.From all aspects,the Party and the country put forward requirements,set up targets,and carry out the implementation of them.This is the background of the building of rural practical talents.Benxi is an old industrial base with an underdeveloped economy,a small proportion of agricultural population,a lack of agricultural natural resources and backward agricultural production techniques.The building of practical talents in rural areas plays an important role in the construction of new countryside and the realization of agricultural industrialization.In this paper,by using human capital theory,on the basis of investigation on the building of rural practical talents in Benxi,it analyzes the present situation,the existing problems and the reasons of the building of rural practical talents in Benxi by literature research and comparative analysis.Then it puts forward the countermeasures and suggestions.The paper holds that the main problems in the building of rural practical talents in Benxi are as follows:the scale of talents is not large,the structure is unreasonable,the cultivation mode is simple,the government policy supports is insufficient,the management of the rural talents is not scientific and so on.The main reasons for the existing problems are:restriction of natural environment,serious brain drain,insufficient investment of government funds,imperfection of system and mechanism,imperfection of cultivation mechanism and so on.This paper puts forward the countermeasures and suggestions to perfect the building of rural practical talents in Benxi city from the aspects of setting up the correct concept of talents,establishing and perfecting the mechanism of supporting talents,perfecting the management system of practical talents in rural areas,and increasing the intensity of training and so on.This paper has certain reference value for improving the building level of rural practical talents in Benxi city and promoting the social and economic development of Benxi city and other economically underdeveloped areas.
